By laying and installing ap proximately 244 pipe tees and wyes. 4. Bv constructing approximately 261 concrete manholes with cast Iron covers. 3- Bv backfilling with suitable ma terial as provided for in the specifications. Said improvements are to be made in accordance with the Char ter and ordinances of the City of Roseburg, Oregon, and the giade, plans and specifications and esti mates of the City Engineer filed in the office of the City Recorder April 11. I960, which said grade, plans, specifications and estimate hereby are approved and adopted. The entire cost of the said im provement, including but not limited to engineering, interest and all otn er expenses which the City of Rose burg would not have incurred ex cept for the making of said im provement shall be levied upon the property especially benefited by said improvement, and no part thereof Shalt be paid by the City of Rone burg.
