McDonald and son have moved into the par sonage of the Missionary Baptist Church, of which he is pastor. Mrs. J. J. Davis, mother of Mrs. Wayne Close of Glendale and her self a former Glendale resident, called her daughter from New York City, N. Y., recently, after arriv ing there from the Belgian) Congo, where she and her husband have been in missionary service. Mrs. Davis will come to Glendale later. Her husband will come to the Unit ed States by boat this summer, bringing some of their belongings. The Davises served as Methodist missionaries for over 30 years, then after being retired, opened an independent station in the Belgiam Congo. Early Action Seen On Civil Rights Bill WASHINGTON (AP) House leaders predicted today the civil rights bill will be on President Ei senhower's desk before the end of tins month. iney anticipated mat after an Easter recess the House will con cur in Senate amendments to the original House bill. 'I he Senate passed the intended bill 71-18 Fri day night. While Chairman Howard W. Smith (D-Va) of the House Rules Committee declined to say when ! his group would consider the amended measure, reliable sources said Smith's committee probably would take action by April 20. Once the rules committee gives its approval, House leaders could call for a final House vote at any time. House approval of the Sen ate amendments would automatic ally send the bill to the President. Because many members may be out of town during the Easter sea son, a final House vote may be put off until the week of April 24. Cuban UN Emissary Quits, Against Castro PARIS (AP) Andres Vargas Gomez, Cuban ambassador to United Nations organizations in Geneva, said here he has re. signed his post because of oppo sition to Prime Minister Fidel Castro's regime. He declared: "Nobody can now deny that the Castro government is totalitarian and Communist-oriented." He charged the Castro govern ment "still has not announced the possibility of having elections. Castro makes no secret of his contempt for democratic electoral procedures. The Castro govern ment is socializing the Cuban economy." "Cuba, for the time being, is a country without a future." he said, adding that he thought the Cuban people would eventually overthrow Castro. Miss Sandra Densmore and her fiance, Lee Olsen, arrived over the weekend. She came from Eugene where she has been employed in the university library and Olson from Corvallis where he is em ployed as assistant accountant for a fruit and produce company. He visited with his parents, then re turned to his job. Sandra is re maining here with her family, the H. A. Densmores, until her wed ding April 30 at the Melrose Church. Accident Claims 85th Road Victim PENDLETON (AP) John G. Moses, 72, was killed outright here when his automobile and a train collided at a grade crossing. The accident occurred near the community of Thornhollow, where Moses lived, Thornnollow is a tew miles east of Pendleton. The locomotive of the Union Pacific freight pushed Moses' car three-tenths of a mile down the track before it was able to stop. The accident did not delay ran traffic. Aspinall (D-Colo) of the House Interior Committee has renewed his appeal fur a national reclamation construction program totaling about 309 mil lion dollaia k yt'di'. "Spending for reclamation con struction has not keut pace with our expanding economy," Aspinall told a House appropriations sub committee. In the past 13 years, he said, the civil works program of the Army Engineers has received more than three times the amount appropriated for reclamation. Aspinall, heading the legislative committee handling reclamation project authorizations, lauded the administration for including six new reclamation starts in the budget for the coming year. "1 am disturbed." he said, "by talk I have heard suggesting a moratorium on reclamation de velopment as a means of helping resolve our agricultural surplus problem. "There is no more justification 1 for such a move than there would, be for stopping all agricultural re search or cutting off all other fed eral programs that contribute to the conservation and development of our soil and water resources. "In fact, there is less justifica tion because reclamation tends to alleviate rather than add to our existing agricultural problems." Irrigation farming, Aspinall said, contributed only 1.8 per cent of the surplus crop holdings of the Commodity Credit Corporation in 1938. i "The reason why this proportion is so small. . . is that the irriga-, tion farmer has been able to shift ' production from surplus crops to ; those that are in current demand. I The non-irrigated land is largely tied to a one-crop economy and cannot diversify in response toj changing demand patterns." Aspinall declared, furthermore, i that the current problem .of sur- j plus crops is a temporary one.
