Frt., Mar. 25, 1960 Khrush Says Friends Better Than Rubles PARIS (AP) Soviet Premier Nikita Khrushchev, campaigning for close French ties with the So viet Union, said today, "We have a proverb that it is better to have 1U0 friends than 100 rubles." He held out the olive branch at a diplomatic press corps luncheon in this third day of his prcsummit visit to France. Khrushchev said the May sum mit meeting should seek an end to the cold war. He declared dis armament is necessary to peace ful coexistence, lie warned again that the Soviet Union may sign its own peace treaty with Com munist East Germany if an all German treaty fails to material ize. He touched with light scorn the Berlin problem. He told his listen ers the Soviet Union is not alarmed at the 11,000-odd Western troops garrisoned there, adding that perhaps half a million would be easier to wipe out. He implied the real concern was that the Soviet Union considered the situation in the divided city a dangerous vestige of World War 11. which should he removed. Khrushchev paid brief homage a workers' section of Paris, draw ing enthusiastic cheers from thou sands jamming nearby streets. Turnbull is a former dean of the School of Journalism, University of Oregon. Now retired from active instruction, he slill engages in part time teaching and in research work. His book is the outgrowth of a scries of articles for The Ore gonian. It is a sketch of each of the state's governors and the is sues with which each administra tion had to deal. M. C. Dellcr, district superintend ent, reports that 27 copies of the book have been ordered, one for each elementary school and sev eral in junior and senior high schools. One of the intermediate uses, he reporta, will be to determine if the name of one or more of the governors would be suitable for one of the district's new school buildings. Many hours of research, he states, is wrapped up in pursuing the studies suggested by each in stallment of the book. Deer Creek Classroom Additions Discussed Plans for the addition of two new classrooms to the Deer Creek School were discussed at a recent meeting held at the sellout. Architect John Briscoe present ed preliminary drawings aud esti mates on the new classrooms, which would extend south of the present building and would be 70 ft. long and 30 ft. wide. The rooms would include tack boards and inside-room wall storage, in addition to portable children's wardrubc space and tables. Sinks with foun tains, electric heat and a unit ventilator would be installed. Traffic Near Oakland Rises Nearly Quarter Traffic on U.S. Highway 99 near Oakland was 23.4 per cent greater during February than for the same month in 19.VJ, according to rec ords of the Oregon Stato Highway Department. It was the largest percentage travel increase on the nignway unmix me inuiiui. The count was made four miles north of the Oakland junction. For the Inst two months the increase was 20.6 per cent. Local state Highway Depart ment officials were at loss to explain this jump over the yearly period, which amounts to about a fourth more cars passing that point in February. Car Wheel, Tire Stolen A foreign ear tire and wheel were stolen recently from a ve hicle owned by Robert A. Stevens, 1007 SE Main fit., Koseburg, ne told lioseburg City Police Thurs day. Stevens said the tire and wheel were taken from the spare tire compartment in the front of the car. Canada Seeks 6-Mife Limit For Territorial Waters GENEVA (AP) Canada called on the 84-nation Law of the Sea Conference Friday to make a t mile limit for territorial waters a principle of international law and to grant coastal countries exclu sive fishing rights 12 miles out from their shores The Canadian proposal, intro duced by delegate George A. Drew, conflicts strongly with U.S. views. The U. S. proposal, introduced Thursday, also provides for a 6 mile territorial limit. But it in sists that foreign fishermen must retain the right to operate in tra ditional fishing grounds 6 miles beyond the territorial sea. Drew told the conference an in ternational rule perpetuating tra ditional fishing rights in foreign coastal waters would be of bene fit only to about 15 countries and would "in some measure conflict Residents Given Advice On Fires The Roseburg Fire Department has come up with some advice to residents of the city to help Uiem minimize damage if a house catch es fire. Fire Chief Don Starmer says that generally alter the tirst four min utes of a fire, damage will contin ue at the rate of about $1,000 for every minute thereafter. If the fire department can arrive at the scene of a fire of a fire early, it is normally small. But after the initial minutes, flames and water will intensify damage to the structure. Starmer said two things are im portant in case of fire. First, the right fire station should be called and second, the correct informa tion should be given. Within the Roseburg city limits, the Roseburg Fire Department should be called at OR 2-2644. Out side the city, the Rural Fire De partment should be called at OK 2-2692. These numbers should be kept close at hand so the time ele ment can be narrowed. Starmer urged that the following information be given when report ing a fire: House number and street name, including the quadrant, such as W. Broccoli St. or SE Oak Ave. Also the type of fire should be re ported so the department can plan the attack which will have to be made on it. Phillip R. Backus Phillip R. The field day will be held at the Lawrence Michael pond near Days Creek, starting about 1:30 p.m. Andy Landforce, wildlife man agement specialist from Oregon State College, will head the lield day and discuss various methods of fish pond management. Michael's pond is stocked with rainbow trout. Argentines Arrest 500 BUENOS AIRES (AP) The Army has arrested about 500 per sons, smashing what it called a terrorist plot to disrupt congres sional elections Sunday. The army commander, Gen. Carlos Toranzo Moniero, said a majority of those arrested were supporters of ex-dictator Juan Peron. He said tha terrorists hoped eventually to overthrow the government. with the larger principle affirmed in the charter of the united nations." "I do not think it would be consistent with the doctrine of equality under the law if (such an international fishing rule) were applicable to most of the coun tries represented here, and at the same time created a special ex ception (for) a comparatively small number of states." Drew said the maintenance of traditional fishing rights in foreign waters proposed by the United States would punish in particular Canada and those countries which had refrained from extending their territorial waters beyond 3 miles and "have sought to protect their rights under a general rule of law instead of taking ine law into their own hands. Drew suggested that this ques tion be settled in supplementary agreements between individual na tions rather than incorporated in a universal sea code. He said he hoped general agreement on the territorial sea and the fishing zone would create a better inter national climate conducive to the solution of individual fishing dis putes. However, the formal Canadian proposal includes no reference to supplementary agreements be tween nations. Ambassador Arthur H. Dean of the United States said the Cana dian proposal in its present form still is unacceptable. But he added he still hoped it would be possible for the United States and Canada to work out a universal formula on the fishing problem which would be accept able to both countries. State Parole Board Asks Probation Officers The state Board of Parole and Probation is seeking 10 new offi cers, one of them to replace Stan Coleman in the Roseburg office, district officer Clayton Klein stat ed today. The Roseburg officer is needed immediately, Klein said, as is one in Eugene. The other eight re cruits who would begin work July 1 are part of a planned expansion program for the state. Applicants should write to the Civil Service Commission in Salem or Portland for further informa tion, Klein announced. Some of the requirements are a four-year college education, -some previous public service work and successful completion of oral and written exams. Judge Candidate Talks To Canyonville Lions Appearing before the Canyon ville Lions Club this week was Don Sanders, Roseburg attorney and candidate for circuit judge. He discussed the work of the Oregon State Bar Committee in suggesting revisions in statutes pertaining to forgery, obtaining money by false pretenses, and in sufficient funds. Mock Legislature Set SALEM (AP) The 13th annual YMCA Oregon legislative session will open here Thursday, and last three days. Minor Fire Reported , A minor grass fire was reported Thursday afternoon along a rail road right of way just north of Deer Creek in Roseburg, the Rose burg Fire Department informed this morning.
