Manpower Shortage Noted
By Ex-Navy Personnel Chief
WASHINGTON (AP) The
Navy doesn't have enough men
to maintain the fleet operations
called for in the cold war, says
its personnel boss.
Adm. IT. P. Smith, former chief
of naval personnel, blames budj;
el limitations which fixed the
manpower level of the Navy.
Smith is now commander in
chief of naval forces in the east
ern Atlantic and Mediterranean,
wilh headquarters in London.
Smith's recent testimony before
a House Appropriations- subcom
mittee was made public here.
At present the fleet is operating
at 81.2 per cent of its wartime
strength, Smith said. For fiscal
1961 the level is being raised lo
81.5 per cent, which is still not
enough, he added.
"Low manning level denies the
fleet its staying power," he siid,
"thai is. its abilily to operate at
high efficiency for extended pe
riods of time such as was re
quired during the Lebanon and
Formosa crisis.
"The present manning level is
not considered to be sufficiently
high for the tempo of operations
experienced under Dae continuing
cold war situation."
Smith said the Navy's require
ment for manpower is increasing
because of the new and more
complex types of ships coining in
to tne tieet.
As an example, he said acon-i
venlional submarine requires 82
men while a Polaris submarine
using alternating crews, will need
200.
A Forrestal class carriei" needs
60O more men than the current,
smaller classes, Smith said, and
new destroyers require a 28 per
cent increase in personnel over
existing models.
The present personnel strength
0 the Navy is 630,000. The 19iil
budget proposes cutting this to
619,000, mainly by reducing the
number of opeating ships from
864 to 817.

WHAT IS A HEAT PUMM
If you have a refrigerator, you already have a type of Heat Pump in your home.0 Your
refrigerator "pumps" the heat from the food inside and discharges this heat into your kitchen.
o
The FEDDERS Heat Pump operates on this samerinciple, "REFRIGERATION". In winter,
the FEDDERS Heat Pump "pumps" heat into your home (from the outside air) and in summer,
it "pumps" heat out of your home (into the outside air). The FEDDERS Heat Pump does this
by simply reversing the refrigerant flow to get either wiiUcr heating or summer cooling and it
o O
does it all automatically and quietly. Just set the thermostat for the temperature you want and
the FEDDERS does the rest! And, cost of operation if very, very low!
o
Until recently, heat pumps were manufactured in small numbers and priced for luxury
homes. Now FEDDERS, who makes more air conditioners than any other manufacturer in the
. world, has taken it out of the luxury price class, cut its size and weight by more than one
half, and is now building it in a compact package "ready to use" unit (You can even "install it
yourself"). ,
FEDDERS Heat Pumps have no belts, feature patented defrosting and 5-Year Factory
Guarantee. If you are remodeling, building or need to replace worn out or unsatisfactory
ISrating system, why don't you see Chet Hamm or call
