NEW YORK (AP)-The battle
over higher interest rates raging
in and out of Congress has brought

1. Costly money benefits only
the hankers and oilier lenders and
hasn't led the individtftkl to save
any more than formnfjy.
2. 11 hurts everyone who wants
to borrow, whether for a new
home, a car, or a new outfit for
Easter.
3. It discourages expansion of
business and thus slows down eco
nomic growth and the formation
of more jobs.
Let's look at just one phase of
this -Argument, leaving the others
for the time to the debaters before
Congress the question of whether
higher interest rates have proved
an incentive for more individual

Some congressmen aro saying
it hasn't done so. Some bankers
are saying it certainly has.
The bankers admit there has
been a lot ot switching from one
form of saving to another, and in
the switching soma banks have
been burl. So has the U. S.
Treasury, which found many hold
ers of savings bonds cashing them
in to invest in something that was
paying better.

Judge Arno Denecke has denied
a motion to dismiss an indictment
against Levi S. McDonald, ac
cused of plotting the bombing of
10 trucks in the Portland news
paper strike.
McDonald0a former member of
the negotiating committee for the
Stereotypers Union, had asked
that the indictment be dismissed
because the grand jury had been
prejudiced by newspaper publi -cation
of the statements of his
accuses.
Jedgc Denecke said that Mc
Donald's attorneys bad not proved
that his rights bad been violated
by publication of the statements.
