Miss Collins admitted that she
was not an appreciator of the

this might be strictly a feminine

disarmament" speech by Soviet

the same proposal.
Nothing came of the suggestion

Maxim Utvinov, the late Soviet
foreign minister, first proposed
the abolition of armies and navies
to the League of Nations in 1927.
He offered the same plan to the
World Disarmament Conference

spondent Ivan Artemov predicted
today the Soviet Union soon will
outstrip the United Stales in per
capita production of meat if So
viet fodder output continues to
increase.
During (he first seven months of
the current year, Soviet meat pro
duction was almost 50 per cent
higher than in the corresponding
period last year, he wrote. Ihe to
tal number of beef and dairy cat
tle increased 16 per cent, hogs,

His article continued: "If this
pace continues, gross meat output
in the Soviet Union will catch up
with tlio United States before the
end of the current seven year
plan" in 1965
Current Soviet milk production,
"some 58 million tons," surpassed
U.S. milk production "as early as
last year."
The milk yield per cow almost
doubled during the five-year plan
ending this year, going from 11.5
metric centners t,5;H.I)i) pounds)
to 20 metric centners 4,108
pounds) per cow.
To insure Soviet superiority over
U.S. meat and dairy production,
huge corn plantations have been
established in the Soviet Union.
This year alone, corn was planted
on ahout 17 million hectares (-10,

wants the AKL-CIO's ludp in bet
tering the conditions of the na
tion's farm workers, which he
called "the most depressed area
of American labor."
Mitchell blazed out at certain
farm interests Friday in a speech
to the AFL-CIO biennial conven
tion here.
"Agricultural interests have tra
ditionally besieged the govern
ment to act on their behalf when
ever agricultural problems be
come too difficult for the industry
itself to solve, ' Mitchell said. I
"But let the government at-1
tempt to act to eliminate the- de
pressed condition of the farm
worker and his family and what
do you hear from the farm in
terests? They don't want the gov
ernment intervening in tneir af
fairs." On Wednesday, Mitchell mad"
an unheralded, all-day tour of
ranches in the nearby Santa Clara
Valley, investigating workers'
housing and talking to laborers. I

SPOKANE ( AP) The "rustler"
who swiped seed samples off an
experimental plot of hih yielding
wheat near here this summer will
have to tangle with a number of
irritated officials if he expects to
get it into general use.
About 45 pounds of the wheat, a
new short-stemmed high-yielding
variety, was stolen off a plot near
Latah, a few miles from Spokane.
The theft was discovered by Clay
ton B. Kelsey, Spokane County
Agricultural Agent and a local
newspaper photographer who went
to the plot to photograph the wheat.
Washington State University of
ficials reported today the Kcdeial
Bureau of Investigation, the Spo
kane County Sheritl's office, grow
ers and WSU have joined forces
to prevent the stolen seed from
getting into general use.
The seed was developed by WSU
and is owned jointly -by the state
and the United Slates Department
of Agriculture D. .Mark T.
Buchanan, Director of the WSU
Agricultural Experiment Stations,
estimated the 45 pounds of seed
could be worth SI 20,1100 or more
by planting time in 11. if in
creased for seed and sold at premi
um prices.
The missing wheat would never
have been released officially bo
cause of its oor milling quality,
