from being tattooed at New York
City's Coney Island. One is in
serious condition. Scrum hepatitis,
an infection transmitted through

U. S. Military Budget May
Persist Around $40 Billion
Mark For Next 3 or 4 Years

tary budget may hover . around
Ihe present 41-biilion-dollar mark
for the next three or four years,
says Wilfred J. McNeil, veteran
Pentagon fiscal chief.
McNeil, who is leaving his Job
soon, suggested Saturday in talk
ing with newsmen that perhaps a
group of a half dozen "elder
statesmen" might be set tip to
advise the secretary of defense
when the Joint Chiefs of Staff
can't agree or when military
budget makers fall into dispute.
In response to questions, Mc
Neil advanced these ideas:
1. Although the militaiy budget
may remain at about its present
total up to about l;t. the trend
toward fewer men and more ad-

The Umpqua Flying Club's
prize Cessna 172 airplane, lost in
a crash only five months after it
was acquired, wilt be replaced by
a simitar craft.
Club secretary I.on Hunt said the
time when the craft will be replac
ed is undecided. He said the re
placement plan depends largely on
availability of suitable planes, sal
vaging of parts from the wrecked
craft and other details.
The single-engine four seater
crashed Sept. 5 on Chehalein Moun
tain near Newherg. Its pilot, fly
ing club member George Benson,
escaped with only minor injuries.
The club has two other planes,
but the wrecked aircraft was its
most valuable unit.
More Rain Next Week
Forecast For Oregon

A storm was weakening off the
Washington coast today after
dumping heavy rain along the
Oregon Coast.
Rain extended throughout much
of the state with Salem recording
.til of an inch of rain in the 24
hour period ending early today.
The Weather Bureau said the
sun would break through the
clouds Sunday but only briefly.
Another front is expected to bring
more rain early next week.
Salem was the warmest station
in the state Friday with a high
of 78 degrees.

will be toward fewer airplanes,

quire less money than manned
aircraft for maintenance and op
eration. For one thing, a missile
doesn't need 50 hours of tiaining
flight a month, using up fuel and
wearing out parts. A B52 bomber
costs about $1,500 an hour to fly,
exclusive of the pay of the crew.
3. Whatever economies come
from smaller payrolls, culs in
aircraft maintenance costs, and
other items probably will be bal
anced out by slowly rising prices,
requirements for research and
development and other factors.
4. The. final drive to whip the
budget for fiscal 19B1 into shape
will hegin about Nov. 1. McNeil
will leave on that date, to become
president of the Grace Steamship
Lines. He said he would like to
have left earlier but was asked
to remain to complete prelimi
nary preparation of the next bud
get. ,
Defendant Wins In Suit
For Traffic Damages
After four days of evidence, a
circuit court jury look just two
hours Friday afternoon to find in
favor of the defendant in the civil
case of Helen A. Davich against
Halion Tractor Co.
The case grew out of a collision
Sept. 39, 1958 on Highway 99 four
miles south of Roseburg. Jn her
complaint. Mrs. Davich alleged
she received personal injuries
when her automobile was struck
by a pickup truck driven by
Chester C. Vohs. an employee of
Halton Tractor Co.
She sought $75,000 general dam
ages and $2,939.20 special dam
ages. While
