Bill Gives Options
To Wheat Farmers
WASHINGTON (AP) - Farmers
were given a choice Tuesday con
cerning the amount of wheal they
will grow and the percentage of
parity they will receive.
The choice was contained in a
provision approved by the House
Agriculture Committee which
would allow wheat farmers to re
ceive price supports at SO per cent
of parity if they reject wheat mar
keting quotas.
In essence, the provision would
permit farmers to grow unlimited
amounts of wheat at SO per cent
parity or to accept acreage con
trols with prices supported at 90
per cent of parity.
Parity is a price that varies
according to the cost level of things
farmers must buy. It is figured by
a formula in basic farm laws
which declare parity is a price
fair to both growers and consum
ers. The SO per cent parity provision,
sponsored by Jtep. Carl Albert
(D-Oklal was added to a bill
approved by the committee last
week which would support wheat
at 90 per cent of parity under
quotas and with a .10 per cent cut
in acreage for the next two years.

come nf the administration's ef
forts to balance the budget will
depend largely on what Congress
does about housing.
The Indiana congressman made
the forecast to newsmen at the
White House after he and other
GOP chiefs from the Capitol con
cluded their regular meeting with
President Kisenhower.
Halleck said he looks for the
House to defeat a Democratic
sponsored housing bill and ap
rove a substitute favored by many
Republicans.

The crucial difference between
the two measures lies in the Dem
ocratic hill's provisions for con
tinued construction of government
subsidized public housing.
The annual fight over that issue
was the business at hand in the
house session opening less than an
hour after Halleck's comments.
The housing bill approved by
the House Banking Committee is
sponsored by Rep. Albert Rains
(D-Ala) and others. The substitute

City's three power plants to the
Consolidated Edison Co. An auc
tioneer closed, the 125-million-dol-lar
deal. There were no other bid
ders. City officials said it was
cheaper to sell the plants and buy
power than to own and operate
them. The plants supply power for
the city's subway system.

Ballot On Charter
PENDLETON. Ore. (AP)-The
city council here will meet Thurs
day night to set a date, expected
to be in about 20 days, for a spec
ial election to amend the city
charter.
The voters will be asked to
eliminate a provision that ex
empts them from the Umatilla
County road levy, and the mayor
and council both favor eliminat
ing the clause.
The provision was turned up
last week when the charter was
probed more closely. And the
council decided Tuesday night to
ask that it be removed.
Pendleton residents last year
paid $65,259 on the county's 146,
000 road levy. Proponents con
tend the community's residents
should pay the levy because they
use the county roads as much as
anyone.

After Car Crash
EUGENE (AP)-l-Three golfers
from Eugene are recovering in a
hospital here where they were
taken with injuries suffered in a:
highway accident near Albany
Sunday.
Harry Kendall was driving Wen
dell Wood and George Schwieger
to an inter-club match at Salem.
A pickup truck sideswiped their
car five miles south of Albany.
Wood has a broken shoulder
bone, cracked pelvis and two rib
fractures. Schwieger received a
back injury and a shoulder bone
fracture. Kendall suffered broken
legs.

Slu Elimination Sought
Eisenhower's program calls for
$1,660,000,000 of housing authoriza
tionmost of it represented by
funds for slum elimination and ur
ban renewal over the next six

Halleck said there is a possibili
ty that Eisenhower's 77-billion-dol-
lar budget for the fiscal year
starting July 1 will be thrown out
of balance by from a billion dol
lars to 2'i billion. He added that
prospect could change for better or
worse, depending on final action
on several spending bills.
But Senate GOP Leader Everett
M. Dirksen of Illinois said he be
lieves it is too early to make any
sound forecast regarding total
spending. Dirksen added that the
Budget Bureau is working on a
forecast which should be ready in
about a week.
