Rates Increase
Hearing Started
SALEM (AP) Hearing on the
Pacilic Telephone Ic Telegraph
Co.'s application or a $4,850,000
annual rate increase in Oregon
opened Tuesday before Public Utili
ties Commissioner Howard Mor
gan. The hearings are expected to
last several weeks.
The company opened its case,
arguing that the increase is
needed because of higher state
and local taxes. Increased wages,
and rising construction costs.
The opening statement was
given by Richard Devers, attor
ney for the company.
Devers said the company wants
to carry out a 100 million dollar
construction program in Oregon in
the next five years. But, he added,
the rate increase is necessary be
fore it can be done.
"This utility," he said, "is ait
important segment of the economy
of the state of Oregon. Obviously,
te company must be kept finan
cially healthy if it is to progress
with the growth of the state- and
meet adequately the ever-increasing
demand for telephone serv
ice." He said the increase to the
customer would amount to 2't
cents a day per telephone.
The next witness was W. N.
D'Audney, Oregon auditor for the
company.
He said that since January,
1957, increased costs from wages
and employe benefits total $1,737,-
000 a year. Tax increases since
then have boosted annual costs
another $1,423,000, he said.
The company's payroll in Ore
gon, he continued, is 33 million
dollars a year.
He continued that the company
spent 28 million dollars last year
for construction, and is spending
another 20 millions this year.

Sees Integration
Delay Necessity
LITTLE ROCK, Ark. (AP)
ine Arkansas gazelle said in an
editorial today that there is no
alternative to permitting a delay
in integration here except the kind
of federal enforcement "that
would amount to something very
like a new Reconstruction."
The newspaper, which won the
Pulitzer Prize for its locally un
popular stand during the integra
tion crisis of last fall, said "no
one can doubt that the alternative
to delay is chaos in education of a
duration no man can now-foresee."
The executive editor said.
"this newspaper said in its first
comment on the 1954 Supreme
Court decision that the great task
ahead would be to find a way to
prevent serious and sustained
damage to the public school sys
tem while finding means by which
the South would comply with the
new public policy and we have
bent our own efforts to that task.
"We. and those who share
our view across the South, have
failed. There is no way, for the
I time being at least, to obtain such
compliance without doing serious
and perhaps irreparable harm to
the sytem of public education
upon which our children, colored
no less than white, are depend
ent." The editorial said that the ef
fect of a delay this week by the
Supreme Court would be to halt
desegregation in the resisting
states for the foreseeable future.
I But the Gazette took the position
that this would be preferable than
the alternative which it said
would damage education for all.

Iceland's Codfish
War Flares Again
REYKJAVIK, Iceland (AP)
The codfish war flared up in Ice
land's no-fishing tone today. The
coast guard charged that British
trawlers were ramming Icelandic
gunhoats to avoid arrest.
At the same time, Iceland took
new steps to settle its 10-day-old
dispute with Britain over the uni
lateral action that extended the
territorial waters 12 miles from
these rocky shores.
Foreign Minister Gudmundur
(iudmundsson rejected a British
call for a new conference of the
sea to settle the issue. Gudmunds
son said the issue should be set
tled by the I'.N. General Assem
bly which convenes Sept. 16.
(iudmundsson plans to leave for
New York Saturday to lay his
country's case bcfoie the Assem
bly. The coast guard said at least
11 British trawlers are still fi
lug inside the 12-mile limit.
