WASHINGTON (AP) - Former
New York banker James P. War
burg said Wednesday U.S. foreign
policy is bankrupt "and its bank
ruptcy endangers ... the survival
of civilized lite upon this planet."
He called for a drastic overhaul
of the nation's foreign policy and
strongly urged negotiations with
Russia "to achieve disengagement
in all major areas of potential con
flict." Warburg, author of several
books on foreign policy and a stu
dent of German affairs, expressed
, uiri views in a statement on U.S.
policy in Europe prepared for a
hearing of the Senate Foreign
Relations Committee.
C Among other things, he urged
adoption of a firm American pol
icy with respect to what he called
"french intransigence in North
Africa.
He advocated a reunited Ger
many neutralized under the United

He said "a mutual uiikrt,-.,..i
of foreign troops would create the

reunification could reasonably be
expected to come about.
"The withdrawal of Soviet coer
cive power would almost certainly
