Gen. Laurence S. Kuter, com
mander in chief of U.S. Pacific
Air Forces, told that to newsmen
Tuesday night in a briefing.
Discussing Soviet capabilities in
the Far East, he said the Russian
Air Force has an "impressive" jet
age force with 200 primary fields
in the area and 300 others with
bmited facilities.
He said the United States does
not have sound or firm intelligence
on Soviet missiles but "we do ex
pect missiles will add to the threat

an early date.
Replying to a reporter's question
as to whether both sides might
be wiped out in initial thermonu
clear attacks. Kuter said he dis
counted the idea.
Lot Of Devastation
The first wave, he conceded,
would carry a "lot of devastation
but the second and third waves
"would be smaller.
"I don't feel we'll havt had it.
nor that they will have hd it on
the first wave." he said.
"We are confident that our first
wave will dispatch a substantial
portion of our strength." he said.

He said it is "not likely that
there will be further limited or
local war. I see no reason to
believe it would get out of hand."
American aid to friendly Pacific
nations eventually will build up to
the combined air strength n the
Pacific, he said. The indigenous
air forces in the Far East and

total about 80 squadrons, or double
the number of American squad
rons in the area, he said. He ret
no time for realization of this goal.
Kuter said Asian air forces
"individually wouid not be impres
sive but collectively would be
significant indeed. He described
the Nationalist Chinese force on
Formosa as currently the biggest,
with Japan's fledgling air force
potentially the biggest.

in an interview while here to ad
dress the International Congress
of Surgeons that his four year!
study of genius showed:
"Practically all geniuses were
under 5 feet 3 inches in height.
"Nearly all were either impo
tent or had little sex instinct.
'Almost none produced o f f -
spring of genius stature.
"there have Deen no women
geniuses.
"There is no doubt that defec
tive parentage has something to
do with the creation of genius."
He said short - statured geniuses
included Lord Nelson, Shake
speare, Picasso and Einstein, and
among tubercular geniuses were
Voltaire, Chopin Moliere. Euclid,
Raphael, Schiller and Shelley.
Best Work Lato in Life
"It is interesting," Dr. Creen
Armytage said, "that most tuber
cular geniuses produced their best
work about six months before they
died."
As for his conclusion that there
have been no classic examples of
women geniuses, he said: "God
or providence provides women
with one factor of creative genius:
to have babies."
Dr. Green-Armvtage said geni
uses possibly resort to alcohol or

gives them to attain a "diamond
personality which is unattainable

For Plane Crash
WASHINGTON i The Civil
Aeronautics Board said today the
captain of a Northeast Airlines
plane which crashed on Rikcrs Is
land, N.Y., the night of Feb. 1.
1937, "did not demonstrate the
skill and care required of an air
line pilot."
The plane, with 101 persons
aboard, crashed and burned short
ly after taking off from LaGuardia
Field. N Y., on a flight to Miami
Twenlv of the 95 passengers re
ceived fatal injuries. 25 passen
gers were hurt slightly. The pilot,
copilot and flight engineer were
uninjured.
Both the pilot. Alva A. R.
Marsh, and the copilot. Basil S.
Dixwell. had been flying for
Northeast for more than 14 years.
The flight engineer was Angclo V.
Andon.
John Dot was charged with con
ducting a gambling house at his
home. Richard Roe was subpoened
as a witness for the state. During
the trial, Ricbard Roe was asked
whether he had ever visited
John Doe's home. Richard refused
to answer the question on the
ground that the answer would tend
to incriminate him. The court di
rected him to answer, but he de
clined to do so. Roe was arrested
for contempt. Was Roe within his
rights in refusing to answer this
question? It would appear that Roe
was correct in declining to answer.
In recent years the 5th Amend
ment to the United States Consti
tution has been under attack. This
is the amendment which includes,
among other provisions, the pnvi
lege against self - incrimination.
Widespread notoriety and publicity
of recent investigations by legisla
tive committees have made this
privilege the subject of consider
able controversy.
The privilege against self - in
crimination permits a person to
refuse to testify as a witness in
any criminal or civil court pro
: ceeding if he can establish that the
testimony called for might cause
him to be punished for violation

to testify about his past activities
: which might have been unlawful.
In this country the privilege
' against self - incrimination exists
i in the federal constitution and in
I all but two state constitutions and

A witness cannot refuse to an

Scares Britons
LONDON iP The accidental
dropping of an unarmed atomic
bomb on a house in Florence,
SC., stirred up black headlines
today in Britain, where American
planes carry nuclear tombs on
patrol flights.
Opposition Laborite members
likely will bring up the accident
in the House of Commons in their
campaign for a cessation of H-bomb-carrying
flights by Ameri
can planes based in Britain.
The bomb was dropped from a
B47 jet bomber, the same plane
the U.S. Air Force uses here.
Prime Minister Macmillan told
Laborite critics recently that if a
U.S. Air Force plane carrying an
H-bomb crashed in Britain, there
would be no danger of an atomic
explosion. Press accounts of the
accident in South Carolina
stressed there was no nuclear ex
plosion.
While agreeing with the govern
ment that American planes are
needed here as part of the West's
nuclear deterrent against Commu
nist aggression. Labor party lead
ers have demanded that the
planes make their patrol nights
with dummy bombs at least un
til after an East - West summit
conference.
