At the same time, the court said
the FTC may do so if it believes
such step necessary. The effect
is to leave the commission free
to proceed against one or more
companies without also proceed
ing against their competitors.
The 8-0 decision was given on
appeals by two automobile parts
manufacturers in St Louis and
Chicago who contended commis
sion orders to cease such prac
tices should be held in abeyance
until their competitors were sub
jected to similar orders.
The court's action was' an
nounced in an unsigned opinion
which noted that Justice Whit
taker took no part.
The opinion said:

judges from 27 Oregon counties
were on hand for the two-day
meeting for the purpose of creat
ing a stale-wide organization of
county officials concerned with
juvenile work.

Felton of Marion County vice
president and Robert MacLean of
Lincoln County secretary-treasurer.
The delegation recommended
that Oregon establish several
treatment centers for emotionally
disturbed persons. The state also
should create a state-wide net
work of juvenile centers, the asso
ciation said.
The commission alone is em
powered to develop that enforce
ment policy best calculated to
achieve the ends contemplated by
Congress. . ,"

preme Court in 1951 upheld all II
convictions.
Directed a three-judge federal
court to decide whether a pre
ferred stock issue by Robert R.
Young's Alleghany Corp. was in
violation of the Interstate Com-1
merce Act. The tribunal, voting
6-3, reversed a ruling by the spec-1
ial three-judge court ni New York I
which held the Interstatr Cron- '
merce Commission lacked power I
to approve the stock exchange
plan. Alleghany was controlled by
Young, who shot himself Saturday.
