The resources board called on
the Army engineers to include in
its 308 study all possible combina
tions of dams in the middle
reach of the Snake "without re
gard to Federal Power Commis
sion licenses and fish passage
problems."
The board, an agency of the
Oregon state government, said in
its Monday meeting, that the mid
dle Snake should be a fish sanc
tuary until 1965. The years until
then should be spent finding a
way to get fish over high dams.
It cautioned, though, that ulti
mately fish survival might not be
the important factor, but that
rather power' and flood control
might be found the essential uses
for full development.
Its own studies, the Water Re
sources Board said, show that
the very best power and flood con
trol program would be had
through a high Hells Canyon and
a high Mountain Sheep dam, plus
Crevice, Freedom and Lower
Canyon.
Dams Called Poorest
And the poorest of seven com
binations studied, it said, are the
three Idaho Power dams plus low
Pleasant Valley, low Mountain
Sheep. Crevice, Lower Canyon
and F'reedom.

said the land fronts 400 feet of the
west side of the VA road off Harv-'

Klatt From County Jail
A Colorado deputy sheriff todav
took Ernest Charles Klatt, 49,
Grants Pass, from the Douglas 1
County jail to return him to the
mountain state for prosecution.
Klatt is charged in Colorado with
embezzlement and grand larceny,
according to the sheriff's office.
He had been in the Douglas County .
jail since arrested Dec. 24. 1957. on
a forgery charge which was lalcr
dismissed.

day. to allow time for extradition.

Engineers Union ran organized

There were immediate denials
from the three officials F red
Ferro. Pans (Keggy) DiSimone
and Joseph Valentino.
Four witnesses had named them
as the men who ran dice, card,
numbers and horse, betting games
at the "Tidewater job in Tide
water City, Delaware."
One after another, the three ac
cused told the Senate Rackets
Investigating Committee that there
was a lot of gambling by work
ers on that job. But they .aid
they didn't run it and had never
considered it was organized
gambling. All are lower-echelon
officials of the union'. Philadel
phia Local 542, which embraces
much of Pennsylvania and- all of
Delaware.
The committee, headed by Sen.
McClellan (D-Ark), has heard days
of testimony about beatings and
alleged misconversion of millions
of dollars of the local', funds by
union bosses who had dictatorial
powers.
For years, the local was run
under trusteeship by labor racke
teer Joey Fay.
Committee counsel Robert F.
Kennedy said he expected that
Fay would be called to the wit
ness chair later in the day.

Set At Steamboat
Ranger Station
A new office building at the
Steamboat Ranger Station will be
constructed this spring, according
to plans of the U. S. Forest Serv
ice. Bids will be called in Feb. 13
by the regional supply officer in
Portland.
Dan Olin, Umpqua National For
est administrative assistant, said
the structure will be located across
the North Umpqua River from the
ranger s residence at Steamboat.
It will be one story, with a
daylight basement in which engin
eering facilities will be placed.
Olin said about 140 days will be
allowed for construction.
The building will be the first in
a grouping of all North Umpqua
Ranger District facilities. Later,
a warehouse, storage shed and
crew house will be added.
Present- facilities, located on
Steamboat Road about a mile
above the river, have been deemed
inadequate.

On Fugitive Complaint
Arraigned in district court Mon
day on a fugitive complaint, Arch
ie J. Morris, 26. Camas Valley,
was ordered held in Douglas Coun
ty jail 21 days to allow Idaho time
to extradite.
Morris, according to the sher
iff's office, is wanted in Idaho on a
parole violation charge. He was
taken into custody Sunday, by a
deputy and was originally charged
with vagrancy.
