Eugene Council
Balks At Plan
To Restore Race
EUGENE I Eugene'i City
Council balked Monday night at
signing a millrace restoration
agreement with the University of
Oregon until a ceiling on the
city'i liability for maintenance
costs is written into it
The city and university recently
came to terms on initial costs to
restore the millrace, which flows
through the university campus.
The water flow, at present, Is
limited because of changes in the
Willamette Kiver channel at the
point where the millrace gets its
water frqm the river.
The city and university have
agreed to each put up half of an
estimated $48,000 required to in
stall pumps to increase the mill-
race flow and for channel im
provements.
Students, who will have their
annual canoe fete on the millrace
this weekend, are conducting an
alumni fund-raising campaign for
the university'! share of the proj
ect costs.
The council Monday night indi
cated the city want a $2,500 a
year limit on city maintenance
costa for the millrace before the
contract is signed.
The council also wants a 10-year
contract, subject to annual review
thereafter, instead of a 50-year
contract, as proposed by the
university.

Administration
Hasn't Changed
Opinion On Dam
WASHINGTON IB President
Eisenhower was quoted as saying
Tuesday his administration hasn't
changed its position "one iota
in opposition to a federal Hells
Canyon Dam.
Sen. Bridges (R-NH) said after
a meeting of Republican congres
sional leaders with Eisenhower
that the President added his ad
ministration will continue to fight
legislation to authorize a federal
dam in the Snake River bordering
Idaho and Oregon.
An authorization bill sponsored
ny 28 Democratic senators is ex
pected to be brought up for de
bate and a vote in the Senate
soon, possibly next week. It is sim
ilar to one deteated by a 10-vote
majority in the Senate last year
after sponsors comp'sined White
House pressure had been brought
to bear on Republican senators.
The federal project would flood
the site of three dams which Ida
ho Power Co. plans to build in
the Hells Canyon stretch of the
river under a Federal Power
Commission license.
