Foreign Aid
Slash Urged
On President
Senate Committee
Asks Program Of Lest
Expense To Taxpayer
WASHINGTON I A special
Senate committee says foreign aid
should be continued, but at less
cost to the American taxpayer. I
Reporting on an intensive study
of the mutual assistance program. I
the committee called for tighter j
coordination and streamlining of 1
various foreign aid programs both
to increase their effectiveness and
to cut their cost.
- Without suggesting any figure,
the group said President Eisenhow
er should cut his aid reque.Ua be
low the revised S3, 800, 000, 000 fig
ure he approved last week.
On the other hand, the commit
tee said it must be recognized that
the United States "may be threat
ened by military attack," and
cautioned against what it said
would be 'the adverse con
sequences in indiscriminate cuts in
the safety and the international
position of the United States.
The committee gave a general j
nod of approval to Eisenhower's i
suggestion for giving most eco-
nomic aid in the form of loans i
rather than grants, but said there
should be no "haste" in setting up
a "permanent" fund for that pur
pose. Elsenhower has asked a
three-year authorization, with SOU
million dollars for the first year
and 750 millions for each of the
two succeeding years.
For both military and defense
support aid, the committee said,
Congress should continue "its an
nual review of military aid pol
icy," to keep the programs within
limits of both foreign needs and
American capabilities.
Some Mistakes Cited
It said it had found that some
countries were getting weapons
they cannot use to best advantage
while others are getting more mili
tary aid than their economies can
sustain.
On another phase of foreign aid,
Sen. Knowland (R-Calif) said yes
terday lie will try to block any
new program of military aid to
Yugoslavia.
He conceded he cannot halt re
ported administration plans to re
sume shipments of jet planes and
other authorized military aid to
communist rresineni llio. out
said he would fight any new ap
propriation for that purpose.
' The clear established lacl is,
Knowland said in an Interview,
"that we are giving military as
sistance to a dictator who has no
commitment to lift a finger in our
common defense. Tito has not even
given a commitment to remain
neutral in the event ot Communist
aggression."
