Republicans all over the country doubtless will be bail
ing the Senate action on the proposed Hells Canyon hiKn
dam as an outstanding political victory. v,... ,u.,.. ...
It also is possible that the vote, in which the project was
beaten 51 to 41. is an omen of a far more heated battle with
in the Democrat party at its comintr political convention.
Advocates of the federal Hells Canyon dam are utterinsr
shrill protests about the "pressure" exerted by the Eisen
hower administration.
Let's consider that angle, too!
Possibly the Eisenhower administration did pressure
Republican members of the Senate. It certainly was con
sistent in its policy if it did so, for the "partnership pro
jrram of the Eisenhower administration is one of its funda
mentals in resource management.
But don't think the Democrats were failing to put the
heat on members on their side of the aisle! Hells Canyon
has been built into a tremendous political issue. Democrats,
seeking to aid Pacific Northwest Democratic senators in
their campaigns for re-election, have been pressing the
federal Hells Canyon bill to build prestige for those candi-

"Giveaway" Repudiated
Democrats have been striving to build a propaganda
structure with repeated charges of "giveaway' of natural
resources. The Hells Canyon project was exhibited as the
most flagrant evidence of these so-called "giveaway' pol
icies. But the Senate action is a stinging repudiation of the
propaganda effort, leaving our two Oregon senators, in par
ticular, out on a limb., Not that we expect them to change
their tune in the least, however. They have never been
known to be discouraged by proof of their misrepresenta
tions. , . , i
The Hells Canyon controversy, which never was a pol
itical issue, except as it was made into one for propaganda
purposes, has now lost much of its effectiveness as a. polit
ical hammer. .
But, I believe, one of the interesting developments in
the case is to be found in the voting record of the senators.
Southern Split indicated
In the debate on the floor of the Senate there was con
siderable discussion about Americans for Democratic Ac
tion Hip Knrinlist-dnminiited organization controling the
northern wing of the Democrat party. Southern Demo-m-nto
urhn aim rlinir to .Inffersoniun traditions, especially
states' rights, proclaimed their antagonism to ADA social
istic principles. Seven or the eignt senators voiiiik wum
Republicans against the Federal Hells Canyon bill, were
from southern states.
What docs this presage at the forthcoming party con
vention?
Naturallv, we can only conjecture. But we may be sure
the ADA will press for a strong civil rights plank in the
partv platform. Southern delegates will be vigorously op
posed to such a plank. Refusal of the seven southern sen
ators, despite pressure, to go along with the party vote on
the Hells Canyon measure, indicates the strength of the
southern rebellion, which may be expected to reach a crisis
at' the Democratic party convention.
It is probable that we'll see some interesting fireworks
in connection with that meeting.

sary for recreation and for instruction in fundamentals of
