LONDON, June 8 I The En
glishman's home is no longer his
impenetrable castle.
This was brought home last
week when Lady Marjorie Car
bett, white-haired stockbreeder
and farmer, was evicted by state
order from her 160-acre manor
farm. ,
The reason "bad husbandry."
The eviction threw the spotlight
of publicity on some little known
powers of the state.
Lady Garbett, after successive
warnings, was evicted from her
land by the Ministry of Agricul
ture under a wartime act made
permanent by the Labor govern
ment in 1947. Under it farmers
were guaranteed stable . ces and
markets in return for maximum
efforts in the national interest.
In effect, the government said:
"We'll give you a fair deal, but
farm efficiently, or you are out."
The National Farmers Union, aft
er long soul searching, agreed to
the terms.
Since then, 100 owner-farmers
have been ordered off their land
for "failing to maintain reason
able standards." Another 276 ten
ant farmers have been ousted and
the landlords ordered to find
other tenants. The Ministry acts
on advice of local agents who in
spect the farms.
Five-Nation Neutralist
Pact' To Be Discussed

India's Prime Minister Nehru and
Syrian officials will discuss possi-

The reports said the talks will
"weigh the possibility of conclud
ing a neutralist pact embracing
India, Burma, Egypt, Yugoslavia
and Syria."
They added that such a pact
would be the "seed of a third
global neutralism force i which
would freeze the nresent balance
of power between both the West
ern and Communist blocs in a
way that eliminates war possibil
ities."

Wheat Growers League
Signs With Japanese
PORTLAND I The Oregon
Wheat Growers League
nounced Tuesday it has signed
contracts with Japanese groups
for a $360,000 promotion and edu
cation program.
The program calls i for home
economists and mobile kitchens to
travel throughout Japan to edu
cate housewives in the prepara
tion of wheat foods. Bakers and
extension workers also are to be
trained in the use of wheat as
food.
The U. S. Department of Agri
culture allocated the funds for the
program from Japanese currency
received Dy we department lor
wheat sold in Japan.
The program will be directed in
Tokyo by Joe Spiruta, Wheat
League analyst from Pendleton.

An unexpected blizzard helped a
battalion of U.S. Marines take
famed Hill 1081 by shielding their
attack. Capture of the hill eased
the way for the retreat of fellow
Leathernecks from Cho-sen Reser
voir in the Korean conflict.
The task force which carried out
the Inchon landing and turned
back the Red North Korean in
vaders from South Korea had to
gamble with a prankish typhoon,
but won the gamble.
A gale which weather forecast
ers insisted wasn't there beached
more than 800 small boats shortly
after the Normandy landing where
the Allies started their invasion of
France in World War II. It did
more damage in three days then
the defending German forces did
in two weeks.
A strong cross wind scattered
planes and gliders so widely that
the paratroopers they were carry
ing in the invasion of Sicily landed
over a much wider area than in
tended. This gave the Italian de
fenders a scare which helped them
to lose the battle even though the
storm took a heavy toll of the in
vaders. These facts, gathered by match
ing weather maps and reports with
the writings of military command
ers and war correspondents, were
presented to the American Meteor
ological Society in a paper by Fred
Decker, Russell L. Lincoln and
Jobn A. Day, all of Oregon State
College.
NEW PLYWOOD PLANT

into production at Bay City on
Isthmus Slough next Monday.
The plant will employ about 75
men at first. This number is ex
pected to be doubled when the
mill reaches full production of
four million square feet a month.

Senate Passes Bill
For Reclamation Jobs
WASHINGTON Ufl ' The Senate
Wednesday passed a bill to ap
propriate $872,186,000 for construc
tion of flood control navigation,
power and reclamation projects in
the next fiscal year.
The bill's total is about 10 per
cent more than the House voted
in its version and about 6 Mi per
cent more than President Eisen
hower asked in his budget. The
House bill would make $790,758,
000 available.
A Senate-House conference com
mittee will be named soon to com
promise the difference.
In its maior sections, the Sen
ate bill would provide $642,736,000
for Army Engineer flood control,
power and navigation projects and
$151,961,000 for reclamation work.

nadian government threw about a
million dollars worth of Salk anti
polio vaccine "down the drain"
to insre 100 per cent safety.
Alex C. Solomon of Montreal
told interviewers Wednesday the
very strict testinf and retestine in
Canada resulted in almost 40 per
cent of the vaccine planned for
use this year being disposed or.
"The vaccine was not that bad."
he said, but it didn't meet specific
government standards. Solomon
said commercial standards alone
would have permitted use of the
vaccine.

Higher Education
Board Authorizes
Issuing Of Bonds
PORTLAND I The state
Board of Higher Education this
week authorized issuance of more
than two million dollars in bonds
to finance construction of build
ings at the University of Oregon
and Portland State College.
A total of $1,200,000 in bonds
was authorized for a new dormi
tory at the university. Bids for
construction are to be received by
the board July 27.
For Portland State a million
dollars in bonds will go for con
struction of a student center.
The bonds will be retired
through student fees.
The board also authorized
schools to draw upon appropri
ated funds for construction of the
Architecture and Allied Arts
Building at the university, and for
an Agricultural and Biological
Science Building and utility tun
nel at Oregon State College.
Final plans were approved for
a physical education building at
Southern Oregon College of Edu
cation. Bids were called earlier,
but were rejected as being too
high. Plans since have been
scaled down. Bids will be called
again June 19.

Dr. Sheppard Again
Appeals To High Court

ing that the Ohio Supreme Court
was not a legally constituted court
at the time it affirmed the wife
murder conviction of Dr. Samuel
H. .Sheppard, an attorney Thurs
day asked for a rehearing of the
high court decision.
The request filed by Columbus
attorney Paul M. Herbert is a
necessary -step in a possible ap
peal to the U. S. Supreme Court.
The Ohio Supreme Court in a
5-2 decision last May 31 upheld
Sheppard's second degree murder
conviction. The 32-year-old osteo
path is serving a life term in Ohio
penitentiary for the slaying of his
pregnant wife, Marilyn, 31, July
4, 1954, in the couple's home on
Lake Erie in Bay Village, a
Cleveland suburb.
