By Businessmen Following
Lagging Sales
By WALTER BREEDE JR.
NEW YORK Wl Businessmen,
bothered by lagging sales, clam
ored this week for a return to
easy credit.
Their complaints were aimed at
the Federal Reserve Board which
regulates the nation's money and
credit supply. Five weeks ago the
board took steps to jack up bank
loan rates the fifth such ma
neuver in a year.
The board's announced objective
was to protect the value of the
dollar, keep prices in line and
curb any tendencies in the boom
toward runaway inflation. It sought
to achieve these ends by making
mnnev more difficult to borrow
This week the board's action,
criticized by some from the very
start pfltnp under heavv fire.
President Harlow H. Curtice of
General Motors blamed the in
crease in bank rates for a slump in
new car sales. The board's latest
move was "not warranted," he
declared, and it "should be re
versed, and promptly."
Joseph B. Haverstick, president
of the National Assn. of Home
Builders, said home building con
tinues to point "sharply down
ward." He blamed "tight" mort
gage money.
Even Secretary of the Treasury
George Humphrey, a champion of
tight credit policies, in the past,
rapped the board's latest action.
"If it had been my responsibility,"
HumDhrev said. "I would not have
made" the decision to boost the,
Federal Reserve discount rate an
other notch in April."
Curtice's blast at the Federal
Reserve served to focus atten
tion anew on the auto industry s
troubles. (Production this week was
estimated by Ward's Automotive
Reports at 106,178 cars and 21,380
trucks, lowest so far this year
and down nearly 40 per cent from
a year earlier. New car inven
tories on May 1 were back up to
902,000 and close to the all-time
record; thcyi had been expected to
go down in April but inched higher.-
There were reports this week
that the home appliance industry
was encountering the same kind of
consumer resistance besetting the
auto makers. A manufacturer in
terviewed by the Wall Street
Journal lamented: "Everybody in
the business has a whopping big
inventory of finished products but
nobody seems to want to admit it.
People just aren't buying."
Elsewhere on the business scene.

vou could still find evidence of sol
id strength. Department store
sales began to snap out of their
April doldrums: at latest count,
volume of business was 19 per
cent higher than a year ago. Mer
chants gave some of the credit to
Mother's Day promotions.
It was apparent, too, that busi
ness over the long pull could count
on plenty of stimulus from the ex
pansion programs of major corpor
ations. A survey by McGraw Hill
Publishing Co. indicated that busi
ness this year will spend even
more money on expansion than
the record 35 billion dollars the
government had predicted. The
McGraw-Hill forecast: 39 billions.
A Federal Reserve board sur
vey showed that despite the drop
in auto production, the nation's to
t a 1 industrial output actually
moved ahead slightly last month.
The board's index of industrial
production for April was 142 per
cent of the 1947-49 average. That
compares with 141 per cent in
March and an all-time high of
144 per cent last December.
Newsprint consumption in April
set a new nign lor me monm,
up nearly seven per cent from a
year ago.
Brannan Enters Race
For U. S. Senate Seat
DENVER (tfl Charles F. Bran-
nan, secretary of agriculture in
the Truman cabinet and author of
the Brannan Farm Plan, entered
the race Saturday for the United
States Senate seat from Colorado
held by veteran Republican Eu
gene D. Millikin.
Brannan, 52, is the first candi

will pitch part of his campaign on
farm policies of the Eisenhower
administration.
Millikin, 65, is a veteran of 14
years in the Senate. Despite an
illness which sidelined him for sev

told reporters he is available for
nomination to another six-year
Senate term if the Republicans
want him.
