By Sen. Knowland
Monday from his own party leader
in the Senile, Sen. Knowland of
California.
Knowland, who differs from the
administration frequently on for
eign policy, also strongly intimated
that he questions the justification
for so much money, and argued
for a sniK n general ai. policy
at well.
Knowtud's formal statement
..lid Congress "will adejuucly sup
port the coutti'uation of the mutiul
aid prufcrrm to those nanotis do
ing their utmost to help them
elves." The Caltfornian, however, added:
"Kxcep! as to spccuic public
works p.ojecU tiiat may be pre
sented to and approved by Con
gress, I do not look with favor
upon commitments fo" 10 years
or other long periods for foreign
economic aid."
With reipect to the program in
general, Knowland commented:
"Our budget is not yet balanced.
Our national debt is over 280 bil
lion dollars. Our individual citizens
and our free enterprise system are
carrying heavy tax burdens.
"For the economic development
of countries in need of capital
funds for new or enlarged indus
trial plants, they should look prim
arily to private investment rather
than to government grants and
loans. These countries should cre
ate an economic climate that would
attract rather than repel such in
vestment.
