are victims of "exploitation and
discrimination."

tion in Hindu, that "peasants
everywhere have been deprived of
education and other facilities of
life." But the peasants in P.ussia,
he asserted, "have political power
and have built themselves mater
ially and spiritually to the great
est extent possible."
'The Red party chief recommend
ed "the collectivization of agricul
ture and its speedy mechanization
so that you may have more leisure
for studies and other enjoyments."

Budget Balance Before Tax Cut Said Ike's Wish

Congress wait until the budget is
actually balanced before moving
to cut taxes.
They added he might outline his
position in his State of the Union
message to Congress. '
Eisenhower reviewed his 1956
program with GOP leaders of the
Senate and House at a three hour
White House session Monday morn
ing. Afterward James C. Hagerty,
White House press secretary, said
administration leaders were hope
ful that with an increasing econ
omy and no loss in existing rev
enue the goal of balancing the
budget could be reached next June
without any cut in national de
fense programs.
Sen. George (D-Ga), a veteran
member of the tax handling Senate
Finance Committee, predicted ov
er the weekend that the Demo
cratic-controlled House Ways and
.Means Committee would begin con
sideration of tax cuts quickly after
Congress convenes in January.

flight north of here Monday, The
pilot was killed.
The plane was at an altitude
of between 20.000 and 30,000 feet
