Advertising Practices

Gen. Stanley N. Barnes said Tues
day he will file suit in New York
City "within the next several
days" challenging certain adver
tising practices in the publishing
business under the antitrust laws.
Barnes, who heads the Justice
Department's Antitrust Division,
said the complaint has been drawn
up naming the American Associa
tion of Advertising agencies, the
American Newspaper Publishers
Assn., and four other newspaper
and masazine publishers associa
tions which he did not name.
Barnes made his statement to
a Senate Judiciary subcommittee.

on an 8.8 per cent average pay
raise for the government's 500,000
postal workers well above the fig
ure President Eisenhower has said
would be acceptable. i
The increase under the measur.
approved by the conferees, would
be retroactive to March 1. It rep
resents a compromise between the
8.3 per cent boost voted by the
House and a 10 per cent bill passed
by the Senate. r
The President has indicated aev
eral times that he would not sign
a bill providing for more than a
7.6 per cent boost.
The compromise bill would giv
each postal worker a minimum T
per cent raise. The remaining l.S
per cent of increase would be ac
counted for by a reclassification
plan demanded by the adminis
tration to remove inequities from
present pay scales.
