McCarthy May Have Run
Afoul Of Law By Haying
Refund Check Photographed
WASHINGTON tf The Internal
Revenue Service has wound up a
long investigation of Sen. McCar
thy's income tax returns by send
ing him a refund of $1,058.75. And,
with check in hand, McCarthy may
have run afoul of a federal law
The Wisconsin Republican, it de
veloped Tuesday, had photographic
copies made of the check. That,
said secret service chief U. E.
Baughman, is illegal. ,
"It (the check) is a government
obligation, and it is just as illegal
to reproduce it as it is to re
produce money," Baughman told
a reporter in response to an in
quiry. The matter developed in this
fashion:
McCarthy announced Monday
night that he would have a news
conference at 5 p.m. Tuesday for
the purpose, as he put it, of a
"report to the people" on an in
ternal revenue' investigation that
began in the fall of 1952 into his
tax returns.
Reports circulated that the in
vestigators had come to the con
clusion that the government owed
McCarthy money instead of vice
versa.
Tuesday morning, The Asso
ciated Press in New York received
through the mails a photograph of
a check to McCarthy,! marked
'tax refund," for $1,056.75. The
check was dated April 11, 1955.
The copy was mailed to the AP
in a plain envelope postmarked
New York. ' .
Inquiries were made here to
Baughman as to what the law is
about photographing government
checks.
A reporter1 told McCarthy what
Baughman said.
McCarthy told the reporter he
didn't know who sent the photo
graphic copy of the check to the
AP but that he had had some
copies made and 'these were still
in his possession.
"I 1iad photostats made of it,"
McCarthy said. "But I haven't

the AP had. A secret service agent
dropped by the AP's New York
office and took the photo of the
check. He said there would be an
investigation of who sent it to the
AP anonymously.

terson replied that when he served

Porry. The course was under the
direction of J. II. Shultz. A second
course is being started for new
enrollees by Shultz at the Winston
DiUard Rural Fire District Hall
on Highway 99 in Winston where
they will meet each Tuesday eve
ning at 1 p.m.
Brother Improved
Miss Sadie Buxton has returned
to her home in Winston after
spending several days in Portland
visiting her brother, Charlie, a pa
tient at St. Vincent's hospital.
Buxton is reported to be recover
ing satisfactorily following major
surgery and wiM return to his
home on Highway 42 soon.
