shootings appeared to be a case
of mistaken identity and suicide."
The dead man, Roy Broueher,
2, was the father of Ruth Brough-
er, former wife of "Three-Finger
Joe" and herself convicted on
manslaughter for shooting a boy
friend to death.
Sylvester was operated on at
Mount Sinai Hospital for removal
of two bullets. His condition is
critical.
A taxicab driver, Albert Rogel,
passing through the well - to- -do
neighborhood, heard the man
shouting from the doorway: "Help
me. I've been shot.
Sylvester told Det. William
Murray that he arrived home early
Saturday, and was about to admit
himself when the door opened and
Brougher stood before him, pistol
in hand. There were two quick
shots.
Sylvester said he staggered back
and cried out, "It's me, Pop."
Murray said Brougher apparent
ly thought he was firing on an
intruder, and in his remorse after
learning he had shot Sylvester, re
loaded the pistol, stood In the bath
tub and killed himself

gestures have not caused any
change in Eisenhower administra
tion defense spending plans for thp
coming year.
"Nothing that has happened In
Formosa or elsewhere in the world
up to this very day has changed
our budget plans for lower spend
ing in the year to come," Humph
rey said in remarks prepared for
the 48th annual convention of the
National Canners Assn.
In his budget requests to Con.
gress for the bookkeepinR year
starting next July 1, President
Eisenhower allotted 40 Vi billion
dollars to national security pro
grams 186 millions less than this
year's figure and six billions below
the amount for last year.
"We can and will spend what
ever we need to spend for our se
curity," Humphrey declared. "But
this administration is operating in
the firm knowledge that real secur
ity comes not from merely spend
ing billions of dollars, but from
spending them wisely."

area Saturday morning. First re
