ask Secretary of Agriculture

dent Eisenhower's farm program

tee, which invited Benson before it
today to give it, in the words of
Chairman Aiken (R Vt), "an out
look for ajjriculture."
Eisenhower said his farm pro
gram, which has stirred up heated
opposition from many Democrats
and some Republicans, was based
on "the most thorough and com
prehensive study ever made of the
farm problem and of governmental
tanm programs. '
Taking part in the study, he said,
were more than 500 eminent farm
leaders, agricultural col
leges, scores of producer and trade
groups, national farm organiza
tions, members of congress and
thousands of individual farmers.
The most controversial feature of
tthe present rigid government sup
ports for basic field crops, other
than tobacco, and their replace
tent by flexible supports ranging
rom 75 to 90 per cent of parity, a
jtandard said by law to be fair to
.'armers in terms of prices prevail
ing for nonfarm goods. Present law
requires 90 per cent support for
basic crops.
Ellender, with reference to the
proposal for flexible suports, said
in an interview:

if Russia tries to use the Berlin
Big Four conference to frighten
and divide the West "we will all
have wasted our time."
Dulles declared that such "tac
tics of division" would fail.
He expressed hope that Soviet
leaders will take a 'constructive"
line in which case "they will find
us responsive." j
He called specifically for action
to unify Germany "through free
elections" ana creation o: an all
Germun government, and for com.
pletion of an Austrian treaty
Dulles announced to a news con
ference that he will leave for Ber
lin Thursday noon with a group of
State Department. Defense De
partment and White House ad
visors for the first Big Four ses
sion in live years.
He said bi-partisan advisors
from Congress may be called in
if needed.
Dulles also:
1. Said that U.S. defense plans
are sufficiently flexible to be ad
justed if the nation should be sur
prised by what he calls something
new and different in Russia's at
titude on atomic controls. He had
been asked whether reliance on
atomic weapons would norm it this
country now to agree to ban these
weapons. He made clear that he
thought any agreement on atom
or hydrogen weapons was ex
tremely unlikely.
2. Asserted that he still expects
to discuss international atomic
problems with Soviet Foreign Min
ister Molotov at Berlin where the
Big Four will meet next Monday
but said he would know more
about that after a talk late Tues
day with Ambassador Georgi Za-rubin.
3. Reaffirmed U.S. policy calling
for release of prisoners of war
in Korea immediately after mid
night. Jan. 22. He reminded ques
tioners that he had repeatedly
stated this policy and called for
return of the POWs to civilian
stiltns. He said that it is still the
position here.
