Security Boosts
Benefit Items
The new social security law
passed by Congress and signed
by the President in July means a
tot to a great many people. It is
very important, for instance, for
veterans of the armed forces who
I'ave s??n active serv'e at any
time since September 15, 1940, and
who will receive social security
wage credits for their time in the
armed forces. More immediately,
it means water benefits for the
i'i million people now receiving
old-age and survivors insurance
checks.
This includes the retired wage
earners, their wives, and the de
pendent surviving relatives of
wage earners who have died. They
will all receive automatic in
creases In their benefits. Most
families will jet a total increase
of about $5 a monjh; some will
get less; some will get more.

of misunderstanding about when
the higher payments become ef
fective. Claude E. Dawson, man
ager of the Eugene social security
office, says he has had many calls
from beneficiaries wondering why
their last checks did not show the
increase. He explained that the
higher payments will begin with
the September checks, which were
issued October 3. Dawson states
also that many persons now get
ting benefits have come to the
office to make application for the
higher payments. This is not nec
essary. The increases will be auto
matic, without any action on the
part of the beneficiaries.

Another feature of the new law
provides good news for those ap
plying now for old-age and sur
vivors insurance benefits under
the so-called new formula. This
formula applies to those workers
who have had 1H years employ
ment in 1951 and 1952. Before the
recent action by Congress, the
1952 wages in these cases could
not be taken into account until
1953. This meant that the wage
earner would have to accept a
reduced amount for six months
and 'would then have to apply for
a recomputation of his benefits in
order to get the full amount to
which he migl.t he entitled. The
new law makes it possible to in
clude 1952 wages in the original
computation.
There is good news also for the
self-employed person over 65 who
retired during 1952. Under the old
law, it would not have been pos
sible to count 1952 self-employ-ient
earnin-'s in the benefit cal
culation in any case where the
self-employed retired or died in
1952. The new amendment permits
recomputation of the benefit at
the end of 1952 to include self-em-plovment
earnings for this year
These amendments sound tech
nical and. in fact, they are. Never
theless, they are glad tidings for
a great many people.

Knight, and family. Attorney
Knight left this week by plane
for Washington, D. C, to attend to
business for several days. He is
general manager of the Oregon

In Sea Mishap
SEATTLE I The charge of
40 cents for a telephone call from
Port Townsend to Seattle was too
much, the man decided. He didn't
know the charges could be re
versed. He was the man who first re
ported a 26-foot fishing boat over
due in the Strait of Juan de Fuca
on an 80-odd mile voyage from
Neah Bay to Port Townsend.
He was supposed to call the
Const Guard in Seattle if and when
the boat reached Port Townsend.
Meanwhile, the Coast Guard had
moved into action.
In a matter of 11 hours and 43
min ues here is what happened:
Three Coast Guard planes spent
a total of 9.1 nours in the air and
covered an area of 2,000 square
miles.
Two Coast Guard ships cruised
over 900 square miles.
Forty crew members of the ships
and planes put in 250 man hours.
Seventeen telephone calls were
made.
Twenty-nine radio messages av
eraging 50 words each were sent.
LCislu t?'elype messages were
transmitted.
A 8:13 p.m., just a little less
than 12 hours after the original
report was sent in, the Coast
Guard learned in a telephone call
