of cold air which sometimes hov
ers a few inches above ground at
night may be responsible for crop
damage or loss by freezing, even
when a thermometer posted at a
higher level fails to register killing
temperatures.
Existence of this mysterious noc
turnal cold layer was confirmed by
Richard C. Hubley, University of
Washington weather researcher,
and reported to a meeting of the
years of experimentation by Hub
ley at Seattle with highly sensitive
instruments demonstrated its pres
ence there and yielded evidence
that it probably occurs almost
everywhere.
Hubley found that the cold layer
appears only in clear weather and
when there is little or no wind.
But it develops at all seasons of
the year and becomes pronounced
under calm conditions.
With delicate temperature re
corders. Hubley found the coldest
level two inches above ground.
Readings there were five degrees
co'der than the air just above the
soil surface.
From that level the air warms
gradually with height until at 40
inches above the surface the read
ings are eight to 10 degrees warm
er than at the two-inch mark.
This means that a thermometer
placed three or four feet above
ground may fail by a wide meas
ure to detect killing temperatures
two inches to a foot above the soil
surface.
Why the cold layer develops is
not yet known. Hubley thinks radi
ation has something to do wilh it.
A search now is being made for
factors which may be responsible.

They did their imbibing in front
of city officials and others at the
University of Oregon as part of an
experiment connected with the
Oregon School of Alcoholic Studies
sponsored by the university and
the Oregon Liquor Control Com
mission. The purpose was to try out a
meter device invented by Dr. Leon
A Greenberg of Yale, one of the
lecturers here for the two-week-lon
sessions.
The meter showed that Patrol
man D. L. Macomber who got the
six ounces was drunk. It showed
that Patrolman R. W. Thorson,
who got only four ounces, was in
, better shape. Sgt. E. R. Neet, cut
off with only two ounces, was

Of Foreign Aircraft

States announced Friday it is con
sidering buying airplanes from Kti
ropean member nations of the
North Atlantic Treaty Organiza
tion. The plan would involve use of
U.S. mutual security funds to buy
planes directly from European
makers, chiefly for use by Euro
pean nations Instead of sending
aid in the form of U.S. planes.

young Koreans Friday broke up
a meeting of educators and civic
leaders called to protest "dictato
rial measures" of President Syng
man Rhee.
Several elderly opponents of the
President were bloodied as the
shouting intruders broke down the
door of the International Club Res
taurant, smashed chairs and used
the kindling for clubs.
Police restored order after 10
minutes of violence. But the meet
ing called by the "National Com
mutes opposing fascism and De
fending the Constitution for Na
tional Salvation" was not resumed.
Rhee is feuding with the Assem
bly over the provision in the Con
stitution which calls for the As
sembly to elect a president June
23. He insists on an amendment
providing election by the people.
A compromise coupling Rhee's
amendment to one giving the as
sembly power to dismiss the cab
inet was set for discussion Satur
day. But about 38 leading Assembly
opponents of Rhee said they would
boycott the meeting. They argued
the Assembly cannot act freely in
the absence of 11 assemblymen ar
rested on various charges.
Backers of the compromise, in
cluding pro-Rhee members, claim
ed all but two or three of toe votes
needed to get the measure passed.

For $500,000
PORTLAND I A proposal to
raise a half-million dollars to fi
nance activities of the Methodist
church in the stale was to be pre
sented to the Oregon Methodist
conference here Thursday
The program includes $300,000
for the board of missions for
church extension, $125,000 for the
board of education, $50,000 for the
Women's Society of Christian Serv
ice and $47,500 for campaign ad
ministration. If approved, the campaign will be
condi ed in conjunction witn
those already approved for Wash
ington and Northern Idaho.
The Oregon conference, with 172
churches as members, raised and
spent $1,776,594 in the year ending

the 19-day old dispute which has
idled more than 750,000 workers
from coast to coast.
In addition to the 650.000 striking

are making plans for layoffs if
the strike continues much longer.
As the paralyzing walkout went
on the government announced com
pletion of arrangements wita the
union for manning of 132 steel
company warehouses or plants so
steel products needed in the de
fense program can be obtained.
Meanwhile the government is
continuing its effort to work out
a plan with company and union
officials to open a few plants for
production of vitally needed mili
tary steel. Philip Murray, presi
dent of the Steelworkers, has
pledged- his union will cooperate
in such a move.

refusing to let U. S. Steel Corn.

May Be Increased

named to iron out differences in
Senate and House bills has agreed
; to strengthen the Marine Corps
ana give it a Digger voice in mili
tary policy.
But the joint Senate-House com
mittee discarded House-approved
provisions to make the Marine
commandant a permanent mem
ber of the Joint Chiefs of Staff
(JCS) and to set a minimum
strength of 220,000 enlisted men for
the Marines.
The compromise bill was worked
out Wednesday. It now goes back
to both House and Senate for final
action.
House Armed Service Committee
officials said these were the main
points of the agreement:
1. The Marine commandant
would sit with the Joint Chiefs as
a "co-equal" on matters affecting
the Marines, with the same voice
and same right of appeal as other
members.-He now is an adviser.
The Senate bill proposed to give
him a consultant status.
2. The maximum strength of the
Marines would be 400,000 men,
plus officers, and the proposed min
imum would be eliminated because
no other service has one. The ceil
ing has been approved by both
houses. i-
3. For the first time, the law
would specify the organization of
the Marines into three combat di
visions and three air wings. These
would not necessarily be main
tained at full strength continuous
ly. House conferees originally pro
posed four divisions and four air
wings.
Demoted Prison
Guard Restored
To Former Rank
SALEM Ifl A demoted state
penitentiary guard got his ser
geant's job back Thursday after
the State Civil Service Commis
sion ruled there was no evidence
to show he disobeyed an order.
The commission recommended
to Warden Virgil O'Mallcy that he
restore Carl Watson to his former
sergeant status, and the warden
said he would do so.
Watson was the only guard with
a 24-convlct woodcutting crew
which was working near Albany
late in April when two of the con
victs ran away.
O'Malley reduced Watson to or
dinary guard rank on the ground
that Watson disobeyed a new oroVr
that such convicts had to be kept
undpr constant supervision.
Watson, who split up the 24-man
crew1 into small groups and hence
couldn't see them at all times, said
he never received the order.
Watson, who has worked for the
prison six years, appealed to the
Civil Service Commission, which
heard his case Wednesday.
W. C. Ryan, state supervisor of
Institutions, told the commission
that Watson is "a faithful, honest,
very valuable employe, and I wish
we had many, many more like
him."

Arms Production
Halt Threatened '
In Steel Strike

and the military say the nation's
arms production everything
from jet engines to atom bombs
and nuclear submarines will
come to a virtual halt within a
few weeks if the steel strike con
tinues. A survey of manufacturers and
defense expeits Friday showed
that in general enough steel is on
hand to eke out production until
some time in August, but that in
some instances the Impact of the
steel production stoppage already
is being felt.
The situation goes beyond the
non-delivery of finished weapons
themselves. If the hard steels need
ed for tools can't be had, the wea
pons can't be made. The effect ol
that can be far-reaching.
The Defense Department has
requested contractors to shift steel
orders to non - struck plants. There
aren't many of these.
But the department expects both
measures lo produce only minut
amounts of steel compared with
the vast tonnages needed.
Shortages in ammunition al
ready are appearing. One of the
major items ip this category is
the 4.2 - inch mortar shell. Even
in the present stalemated phase of
the Korean War thousands of these
shells may be used in a single day.
Each shell contains about 25
pounds of steel.

were voting on centralization of
the school distrfct here. I didn't
vote," he said. "Then some fella
came around and 'said, 'There's

proposition and you'd better vote.
We lost the last time by one vote.
So I voted.
"Well, there must have been 800
or a thousand votes cast and after
it was over the same fella came
to me again and said: what do
you know about that we lost by
one vote, again.'
"Now nobody can tell me that
