Acheson was testifying for the
second day on the two documents

ilar actions by Allies abroad.
One is a peace contract between
the United States, Britain, France,
and Western Germany. The other
is a protocol in which Western Ger
many assumes the obligations of
a member of the North Atlantic
Treaty Organization.

Convention Rule
Of '44 Rebounds
To Favor Taft

of Sen. Robert A. Taft are laugh
ing up their sleeves these days.
It's about a rule put through in
the 1944 Republican national con
vention controlled by the forces
o Gov. Thoma- E. Dewey, long
a Taft rival. The rule stipulates
that only seating contests affect
ing delegates-at-large may be pre
sented to the convention for settle
ment. The rule was not' strictly ad
hered to in the 1948 convention
which gave the New York gover
nor a second presidential nomina
tion. But Sen. Taft has indicated
he will insist on its application at
the coming convention in Chicago.
If he does and is upheld in com
mittees expected to be dominatec
by Taft supporters, the contests
between him and Gen. Dwight D.
Eisenhower over 77 delegates from
five Southern states would be re
duced to embrace just 18 dele
gatesfour each from Georgia,
Louisiana and Mississippi, and six
from Texas. '
Otherwise, the scrap would take
in the entire delegations from
those states Georgia 17. Louisi
ana 15, Mississippi five, and Texas
38 plus two district delegates
from Virginia. Eisenhower would
be expected to benefit more from
this broader field of contention,
since Taft forces largely control
the state convention and state
committee machinery which are
supposed to settle district dele
gate contests.
The delegate contests this year
aro of great importance since the
decision on their final seating
could swing the presidential nomi
nation to either of the two leading
contenders. The Associated Press
tabulation of delegates lists 464
favoring Taft to 391 for Eisen
hower, 130 favoring five others and
208 uncommitted or in dispute. A
majority or 604 will bo needed
to win. Thirteen delegates rcmaih
to be selected.

county road, state. police reported.
Rominger was thrown out but the
truck rolled over on top of him.

have uncovered a secret communi
cation link betwen Communists
in the United States and Commu
nist Huks fighting in the Philip
pines, Philippines National De
fense Secretary Ramon Magsay
say said Tuesday.
Coded messages smuggled into
the islands through air lines serv
ing Manila and San Francisco were
intercepted, he said. The messages
supplied evidence of a close tieup
between the Rsds, he assented.
Other intercepts have been found
aboard planes from Hong Kong
and Europe to Manila.
Means of breaking the communi
cations line with the co-operation
of air line officials are under close
study, he said in an interview.
