Survey Of Air Pollution
In Oregon Slated Soon
PORTLAND I The newly
orfaniied State Air Pollution Au
thority soon will undertake surveys
of the few areai in Oregon where
pollution haa become a problem.
That wai reported Wednesday

The authority li a division of
the State Board of Health and will
use the; board's engineering and
secretarial staff, Hatchard said.
The authority established by the
last Legislature, has as its purpose
the prevention of air pollution
which might menace health.

eral accord with the principles of
the Republican policy statement of
Feb. . 1950, but that certain spe
cific details were a little different
from what he would say.
The statement was adopted by
the Republican members of the
House and Senate and was con
curred in by members of the par
ty's national committee. Here, in
brief, is what it says the party
stands for:
Consultation between the Presi
dent and leaders of both parties
in developing a "united American
foreign policy."
General reduction of taxes and
federal spending, a stop to deficit
spending and a return to a bal
anced budget.
Strict enforcement of laws
against monopoly.
A non - partisan commission
study to bring about a redistribu
tion of governmental functions and
sources of revenue between feder
al, state and local entitles.
Fair prices for farmera aided by
a aysem of price supports. Oppos
es Brannan plan.
Continuation of the Taft-Hartley
Act with improvements shown to
be needed.
Legislation to protect the rights
of minorities.
Federal aid to states for subsis
tence, shelter and medical care
for those in need, avoiding "so
cialization" of the medical profes
sion or of any other activity.
Extension of the coverage and
benefits of old age and survivors'
insurance.
Continuing and sympathetic con
sideration of the rights of veter
ans and their dependents.
Complete overhaul of the gov
ernment's loyalty . and security
checks on federal personnel.

Taft-Eisenhower Battle
May Split G.O.P., Costing
Party November Election 't

WASHINGTON The ncaldintr bitterness between
the Taft and Eisenhower rampa may boil over in their strug
gle to neat rival delegates at the Republican national con
vention next month.
The contest now is focused on disputed delegates In Tex
as, Georgia, Louisiana, and Mississippi. Taft has offered
to compromise on some disputed Southern delegates, al
though he hasn't said how. The Eisenhower people say no.
If the figlit becomes too fierce,
it may split the Republicans into
such hostile camps that it will cost
the party the election. It could
happen, and did happen before In
the Taft family.
The senator's father. President
William Howard Taft, had such an
experience 40 years aso in a rival
ry with ex-President Theodore
Roosevelt at the Republican na
tional convention in Chicago where
this one will be held, too.
The struggle did more than just
break the party into factions. It
split the party. Roosevelt ran
against Taft on an opposition
ticket. The divided Republican
vote let Democrat Woodrow Wil
son win the election easily.
No one this year Is suggesting
an exact duplicate of 1912, with the
loser In the Taft-Eisenhower fight
creating a rival party to run
way, Eisenhower said last week
he'll support the candlate chosen
by the convention.
Taft Disappoints
When he was elected in 1904
Theodore Roosevelt said he would
not seek or accept another nomina
tion. But he had no intention jf
losing hia political grip altogether
when the 1908 elections came
around.
He handplcked Taft, his friend
and associate, as hia successor.
And the Republican convention
that year accepted Roosevelt's
choice. Taft was elected. But not
all of Roosevelt's followers liked
Taft'a four-vear administration.
They told Roosevelt so when he.
came back from an African bunung
trip before the 1912 elections. They
persuaded him to try for the Re
publican nomination and another
White House term. He did. '
He drummed up convention dele
gates In the 13 state; which had
presidential preference primaries.
He swamped Taft. But most states
had no primaries and there the
Republican politicians had a word
t say for Taft.
Historian Harold U. Faulkner In
hia "American Politics and Social
History," gives a picture of what
followed:
'Administration (Taft) dele-
gatei, handplcked from the South,
gave Taft a larger nucleus to :
start with. And the national com
mittee and the committee on cre
dentials saw to It that the disputes
were decided in favor of the tegu
lar Republican machine.
"When Roosevelt saw that the
convention was In the hands of his
opponents, he issued a scorching
blast and urged his followers to
participate no longer in the vot
ing." Roosevelt's followers then nomi
nated him as presidential candi
date of their new Progressive
Party. . As he arrived for that
party's convention, Roosevelt said
he felt as good as a "bull moose,"
which became the party's symbol.
Wilton Easy Winner
The result: The Republican
Party smashed wide open, with
Roosevelt getting 88 electoral votes
to only eight for Taft. Wilson won
on the Democratic ticket with 435
electoral votes. '
The national committee and the
credentials committee, just as 40
years ago, will be the key group
deciding what Taft or Eisenhower
delegates this year can be seated
and take part in the nominations.
And, as In 1912, the big fight
will be over delegates from the
South where the Eisenhower people
claim the Taftites squeezed them
out.
