Successful Operation Is
Reported At Close Of Year;
Hospital History Related
The Douglas Community Hospital project was started
by the Chamber of Commerce Jan. 29, 1944. From that date
the seed of thought developed into an idea, a project then a
plan. From a plan to a plant and from a plant to a success
ful operating business, the project is paying dividends to
the developers of these ideas, declares Manager J. W. Mc-
Alvin.
The seed of thought responsible
for the hospital developmeut was
formed in the chamber's board of
directors, who decided Roseburg
was expanding and would contin
ue to do so in time to come. One of
the chief requirements of a rapidly
growing community is adequate
facilities to care for its injured
and ill, they pointed out.
In mid 1947, it was apparent to
the directors that they were faced
with a major project requiring con
siderable thought, study and pro
motion. The chamber president ap
pointed a committee of seven, with
Dr. Roy E. Hanford as chairman.
This committee was charged with
the duty to devise ways and means
to promote additional hospital beds
and facilities within this commun
ity. Works On Problem
From the period of this appoint
ment until the next February, this
committee worked to arrive at a
conclusion that would be to the
best interest of all within the af
fected area. Hospital consultants
were brought to Roseburg for sur
veys, various competent people, or
ganizations and hospitals were
sought out for advise. Hospitals
near and far were visited, and by
early 1948, the committee recom
mended constructing a new hos
pital in Roseburg.
In Fenruary, 1948, the Douglas
Community Hospital was Incorpor
ated as a non-profit hospital under
the corporate laws of Oregon. Dir
ectors were Dr. Hanford, presi
dent: Frank Ashley, treasurer;
Mrs. Roy 0. Young, secretary: W.
C. Holmes, Morris Roach, Frank
Denton and R. T. Gilman.
Architect Chosen
The first project was to select
an architect. Geo Jenkins was
chosen and instructed to devise a
suitable plan for a hospital of
approximately 40 beds. However,
the most difficult task with the
most pleasing results was accom
plished within this first year. This
was the fund raising campaign.
The American City Bureau was

the campaign. This group called
upon a large number of citizens to
cooperate in serving aa team cay
tains, leaders, clerks and solid
tors. Had it not been for their
enthusiasm and the support of the
citizens, the committee would nave

$300,000 was either pledged or paid
in casn during ine campaign.
Also within this period of time the
public Health Service agreed to
provide federal assistance ot the
amount of one third the cost of
building and equipping the hos
pital. In May, 1949, a complete set of
by-laws was revised and accepted
by the corporation. These provided
for a board of nine replacing the
board of seven. At the annual meet
ing a new board was elected and
Kenneth Ford was named presi
dent. Four of the original board
members were re-elected. Two of
the number, Frank Ashley and Dr.

Board Approval Plans
This new board approved a set
of plans submitted by the archi
tect, and in mid 1949 these plans
were forwarded to the Oregon
State Department of Health and to
the Public Health Service for their
approval. Upon receipt of approval
the board called for bids on the
proposed building and the contract
was awarded to Todd Building Co.,
Roseburg. Actual construction was
started in February 1950.

This is believed to have been a
record for Roseburg and for any
other hospital dedication of like
size. Dr. Hanlora. tirst ooard pres
ident, flew here from New Orleans
to witness the dedication.
An investment of $459,967.03 was
made in the building. This struc-
ture was built by a local contractor
with local help. This means the
larger nercent of this sum was
spent and remained in this com
munity. Originally $86,403 was in
vested in equipment. Since open
ing, this has been increased by
$9,000. These totals represent a
canital investment of $540,692.19.

provisions of the Hill-Burton Act.
This represents a return to the
community of $181,000 that other
wise would never have been re
ceived. The balance of the con
struction and the equipping was
covered by donations and pledges
from local residents.
Is Project Worthwhile
In answer to the huestlon: "Has
this been worthwhile?" the follow
ing explanation is given by Hos

the people of Roseburg, through
payroll alone $162,432, an approx
imate average of $14,500 a month.
Purchase of supplies has amounted
to $67,315, in this same period of
time. While some supplies by nec
essity are - purchased outside the
city, an average of more than
$3,500 per month is spent locally
for food stuffs and other supplies
and also utilities and laundry, for
a total of $35,500 over the lltt
month period.
Combining the total expense of
salaries and supplies purchased
locally this gives a sum of $200,932
returned to the city within the llMi
months, or an $18,266.50 per month
for local spending. Represented in
this payroll is an average of 75
full and part-time employees.
Earned Income Shown
Again reporting for the months
of February through January, the
records indicate that the hospital
has an earned income of $261,126,
according to MeAlvin. All of this
income is not from the citizens
directly. Approximately 45 per
cent of the people admitted are
covered by insurance of some na-
