Restriction Of Angling
On North Umpqua River
To Use Of Fly Explained
Increase in fishine and decline in the number of steel-
head and spring chinook in

William Pitney, fish biologist, who
spoke before the Roseburg Lions
Club Thursday night on fishery
studies of the Umpqua River.
Speaking also was J. W. Vauirhn,
supervisor for the Southern Ore
gon Region, who described the or
ganization of the State dame Com
mission and its administrative de
partment. He discussed the procedure for
setting up fishing and hunting reg
ulations. The commission meets
Jan. 11 to draft tentative fishing
regulations, he said. Final deci
sion will be made at the commis
sion's meeting two weeks later.
Recommendations by sportsmen's
groups, as well as the department's
employes in the field, are consid
ered in adopting final regulations,
said Vaughn.
Bait Lure Deadlier
The chance of. catching salmon
or steelheads by bait, spinner or
similar lures is much greater than
by artificial fly, said Pitney. Like
wise, lisn caugnt oy tiy are usually
hooked in the lip, rather than
deep in the mouth or throat, which
is common with bait or spinner,
he said. The chance of their sur
vival after being released is much
greater if caught by fly.
Fish that are hooked and played
out before they can be released
usually expend a great amount ot
energy and consequently are lost
for spawning purposes, according
to Pitney. When the salmon and
steelhead leave the ocean they do
not eat but possess a great amount
of stored energy. This energy, in
the case of salmon, permits them
to fight their way up the river, to
survive during a resting period
in deep pools and to spawn. They
then die.
Steelhead do not die, but mi
grate downstream to the ocean to
return either two or four years
later, and they usually possess
considerable fight on their down
ward journey, said Pitney.
However, fish that have been
hooked and played out are usually
lost for spawning purposes, he
stressed. '
Other Stretches Stay Open
The proposed closure would of
fect only a 33-mile stretch of the
North Umpqua. It would leave
open all remaining sections of the
Umpqua river and its tributaries.

proved road conditions up the
North Umpqua, the river would be
subjected within the next few
years to a much greater amount
of fishing even than now.
"There just Isn't enough fish in
the river to permit unrestricted
fishing," he stated.
He said an alternative to closure
except to fly fishing would be
complete closing of the river fer a
time. But, .he said, there is no
biological reason to give such pro
tection to the nsh in the stream
other than to salmon and steel
head.
Two Judgments
Issued By Court
Circuit Judge Carl E. Wimberly
Friday issued a judgment in favor
of the Rock Island Lumber Co. for
$9,286.41 money recovery from de
fendant Robert F. Foster.
According to the complaint, the
plaintiff allegedly furnished timber,
lumber, and materials to the de
fendant in 1948-49, for which he
reportedly failed to receive pay
ment. A second judgment ordered re
covery of $1,570 11 to Pre-Mix
Concrete, Inc. from Otis Hatcher.
Allegedly, $1,087.16 is due on ac
count to the plaintiff for goods,
merchandise and supplies and $482.
95 is due on an account ot W. H.
Gerretsen, who assigned the claim
to the defendant.

was a district court judgment for
$1,000 plus interest and attorney's
fees against M. L. Gurney Phillip
M. Clark and Donald Michel. Plain
