Justified By Senate Probe
Findings, Morse Declares
PORTLAND (AP) Senator Wayne Morse said here
a restudy of the MacArthur controversy of last spring leads
to but one conclusion :
"It is the duty of the President to recall General Mac
Arthur." The senator told the City club that he had restudied the
issue because he found it still alive in Oregon. It has
prompted more questions, he said, than any other issue since
he has returned home from Washington.
Morse called himself a "critic i- -
of the administration policy and of
the inexcusable mistakes mae in
Asia," but said the study led him
to the same conclusion he reached
at the time of the MacArthur hear
ings in Washington last spring.
He listed, point by point, the
case against MacArthur, and
urged his listeners to read the re-

after the MacArthur hearings.
His principal points:
"1. At no time did the joint chiefs
of staff, individually or as a
group, agree to approve of the
MacArthur' program for expansion :
of war in Asia
"2. On last Jan. 12, the Joint;
cnieis ot staff sent to MacArthur i
a tentative study, which was pre
pared for the national security
council, with 16 points for action
in case it became necessary to
evacuate Korea or fall back to a
beachhead around Pusan ... the
basis for MacArthur's apparent as
sumption that the joint chiefs of
staff agreed with him was that
among the 16 points . , . were sug
gestions lor bombing the enemy
even beyond Korea if necessary to
protect our troops in such a defen
sive maneuver . . . this did not
contemplate suggestions for expan
sion ot tne war contrary to the
then known I'N policy onto the
mainland of China.

tive proposals, and explained the
purpose was to set forth policy in
defensive action ... he made clear
again, as the joint chiefs of staff
had done repeatedly, that the for
eign policy of the u. S. and U. N.

Morse added that he believes the
"procedure in the recall of Mac
Arthur was inexcusable." He said
he thought MacArthur should have
been called back to Washington,
and an honest attempt made to
iron out aitterences.
"Failing in that, MacArthur
should have been given a chance to
resign, and a joint statement is
sued setting forth the differences
of opinion," Morse said.

Juvenile Problem
District Attorney Robert G.
Davis will discuss the county's
' critical" juvenile delinquency
problem next Saturday on KRNR'a
''This Town Is Yours" interview
at 6:15 p.m.
It will be a return appearance
on the program for the district
attorney. KRNR interviewer Bob
Grant asked him back after a
brief discussion of the problem
on last Saturday'a program.
Davis said Saturday he consid
ered the juvenile delinquency
problem both "serious and crit
ical at the present time." ,
"In the last year there has been
a decided increase." Davis said.
"Somebody has to find the answer
in a very short time." ,
During the interview, Davti also
discussed his job as district at
torney and work on the county's
traffic safety committee.
The safety campaign, he said,
will be carried to high schools and
civic groups throughout 'the
county, starting again this week
after a brief interlude when mem
bers were tied up with other work.
