Students Protest
Pay Phones Plan

Telephone and Tlegraph Co., has
agreed today to compromise the
dispute with fraternities and soror
ities at the University of Oregon,
Oregon State college and Willam
ette university.
But student representatives of
those groups, which object to hav
ing their business phones replaced
with coin-box phones, weren't sure
they liked the compromise.
At a conference held in the of
fice of Public Utilities Commis
sioner George H. Flagg, Fred
Scholl, Portland, Oregon commer
cial manager for the company,
agreed to hook the fraternity and
sorority phones onto their campus
exchanges. Off-campus phone calls
would be made by coin box
phones.
The rate for this service, under
which the fraternity and sorority
members could make on-campua
calls without depositing a coin,
would be $5.50 month per
phone.
The 10 college students, headed
by E. C. Sieber, a head of cam-

late college, said they didn't like
the new plan.
But it probably will be sub
mitted to the schools and campus
living organizations themselves.
Scholl said the company, under
its tariff regulations, has to in
stall coin box phones for col
lective living groups.
He placed fraternities and so
rorities in the same category as
dormitories, which have pay
K hones. But the student delegation
otly objected to being compared
to dormitories, asserting that fra
ternities and sororities are private
living groups.

phones handle 49.8 outgoing calls
a day, compared with a 6.4 aver
age for the entire city of Cor
vallis. Scholl also said that the phone
company has started installing the
pay phones with the consent of the
college administrations.
The students pointed out that at
the University of Washington and
Washington State college, the fra
ternities and sororities have busi
ness phones. They said it is dis
crimination to put the pay phones
in Oregon schools.
Scholl answered that in the Cali
fornia colleges, nearly all campus
living organizations have pay
phones.

er Norblad R-Ore), recently re
turned from Nevada atomic test
ing grounds, thinks too many peo
ple have overrated the atom bomb.
He said in an interview that the
bomb "is just another weapon. It
is a powerful weapon and could be
the deciding factor, but too many
people think it is greater than it
is."
He explained that the bomb I
