H ' hit-' "V ,"r . r.- By RALPH WATSON Oregon Highway Commission Public Relations Consultant It was away back In the year "3 B.C." (before commission) that the first officially dug shovel full of dirt in thr construction of the Oregon highway system was turned up south of Ashland by Sam Hill, son-in-law of J. J. Hill of railroad construction fame. Hill, the younger, had a dream of fa thering a highway rid across the country, as his father-in-law had done with steel rails, and he wielded his shovel before an in terested throng just south of Ash land, as the accompanying picture indicates. The shoveling was to initiate the southern section of highway 99, the Pacific highway and was to be done with revenues from a $500,000 bond issue voted by Jack son county citizens to "start at the California line and go as far north as the money would go." The work was to be done by the county auth orities with the guidance of Major H. L. Bowlby, the first state high er wtr Vi ewy fir J how about making a right smart 1 change. Mom, to a new ... Jackson County Leads Off Jackson county was the first to take advantage of the power to vote county highway bonds granted by the 1910 amendment to the state constitution. The Pacific highway, running from Portland to Ashland and the California boundary a short distance south, had been put on the state highway map by Major Bowlby and the original commission comprised of the governor, secretary of slate and state treasurer. Jackson county had started to survey the route of the Siskiyou section from the California line in July 1913 and voted its bonds in September. Sam Hill's shovel wielding was to celebrate the start of construction in Jaunary 1914. The first pavement was laid in 1915. It consisted of l'! miles of concrete laid 8 feet wide by 6 inches thick beginning at a point about 9 miles north of the Cali fornia line and extending north ward. The first section to be Improved extended 14 miles northward from a juncture with the California high way to the intersection of the Green Mountain road leading to Klamath Falls. It followed, in the main, the old stage and freignt route between California and Jack sonville. It had six percent grades part of the way and was gener ously sprinkled with curves from which the motorist could look deep Canyonville By MRS. H. M. It was mapped because 4 from the tour ists' point of view it was an ideal stretch of road." It was built with short handled shovels, Frcsnoes, mules, horses and men. Grading was completed in December, 1915. Surfacing was completed in 1917. Total cost of the 14-mile improve ment was $320,000. The 1915 report of the highway engineer noted that "the heavy increase In traffic over the Siski you mountains has played havoc with existing surface of the road leading up to the mountain." That was the start of highway construc tion history in Oregon, in the days of the Model T., the 4-ton truck and the 15-mile speed limit on the curves. 8-Inch Circular Saw ' cut d.clk. Tilling tabla.
