Florida Governor
Given "Demand"
To Attend Probe
BALTIMORE UP) Senate

R. O'Conor. chief of the senate

essary." An official source close to the

gram was "an unprecedented ac
tion." He said the message was In
effect "a demand."

mediately available for comment
In Its first report to the Senate,

contributions to Governor W s r-
ren's election campaign by WIN
liam H. Johnston, of Jacksonville,

Interstate Pact
Proposals Made
WENATCHEK OPi A Wash-
ington atate committee has made
11 proposals it urges be included
in an interstate compact for states
affected by the Columbia river.
The five-man committee will
urge the other six atates to Include
in the regional compact these pro
posals, among others.
Kecognition oi existing rignts
under state laws; protection o f
power rights of upriver states; s
river management authority, with
an operating head who might be
designated as the regional water
master; methods of securing Ca
nadian cooperation; watershed
protection and pollution control.
The group, known as the Inter
state Compact committee, urged
establishment of a five-man com
mission for the operation of the
compact. The proposal called for
a federal chairman and naming of
other commission members by
Orcgos, Idaho, Montana and
Washington. It suggested that Wy
oming, Utah and Nevada have ad
visers on th commission to deal
with problems in which those
states are concerned.
The committee suggested that
revenues from the river itself be
tapped to pay expenses of man
aging the compact.
Members of the committee ar
chairman Jack Rogers, state reps.

French Election
Strengthens U.S.
Hand, Opinion
PARIS & France's center
parties withstood th ssssult from
the extreme right and left in th
national elections, but their coa
lition took on a conservative com.
plexion which led observers to pre
dict today a swing to mors fret
enterprise.
The parties which hsvt governed
France in a coalition since 1944
came out of Sunday'a general elec
tions with 383 of the 608 sests thus
far decided. But they still face
the opposition of the extreme right,
represented by Gen. Charles D
Gaulle'a strong new party, and of
the extreme left, the Communists.
The new national assembly will
have 627 seats, but tabulstion is
continuing in 17 areaa of French
Africa, and two French colonies
will not vote until later in the year.
On the basis of the 608 seats
decided, the Communists will be
cut down to 103 seats. They had
183 in the last assembly. The dis
appointed De Gaullists will have
112 seats, which means the center
party coalition facea a total of 215
opposition votes. Communists and
De Gaullists are bitter enemies,
but they have sometimes teemed
up in joint opposition to the middle
of the road parties.
Thus, numerically, the situation
in the new parliament will not be
greatly changed. Th De Gaullists
in the old assembly had varying
strength ranging from IS to 30
votes. The type of opposition is
changed by the gain in atrength
of the De Gaullists and Communist
losses.
Some saw In th results
strengthening of the hand of th
pro-Americans. This view was
taken by W. Averell Harriman,
President Truman's special assist
ant, who said in New York the
r rench election showed "t h
French people sre following a mid
dle course" which would make it
easier for the center group to fol
low their policy of friendship with
the United States.
High Americsn officials In Ger
many predicted the victory of th
center parties would speed forma
tion of a new West German army
to join Atlantic pact defenses and
strengthen the adherents of a mild
French policy toward West Ger
many. Fir Extinguisher Fumes
