Ray Miller of Drain, now enrolled
as a member of the 1951 class at
the Naval General Line school,
Monterey, Calif.
All of the students are former
naval reserve oflicers, who have
transferred into the regular navy
as a career. The 10-month course,
under the Holloway plan, is de
signed to give them an education
in naval subjects along the lines
of the U. S. Naval Academy curric
1 ulum.

To Run State Fair
Now Up To McKay

up a special commission to run !
the Oregon state fair and to .Rive
$50 to each discharged convict
were sent to Governor McKay by
the legislature, while the senate
killed 18 to 11 a bill to prevent
railroads from closing stations
without consent of the public utili
ties commissioner.
The state fair bill, passed by
the house with only 11 dissenting
votes, would have the governor
appoint a five-man commission to
run the fair. It now is operated
hy state fair Director Leo Spitz
barT, who is appointed by state
agriculture Director E. L. Peter
son. Kep. Spraptie Carter, Pendleton,
said the "bill is an attempt to
save the state fair. Rural exhib
itors and machinery exhibitors
are losing interest because the fair
is becoming nothing but a carnival
and race meet.'
The opponents of the bill ob
jected to setting up a new com
mission, asserting the state has
too many boards and commissions
already.
Peterson fired Spitzbart several
weeks ago, but then rehired him.
However, the sponsors of the bill
denied that the dispute had any
thing to do with their introduction
of the bill.
Convicts' Pay Upped
The convict hill would give $50
to every discharged convict, and j
$25 to each paroled convict. All
they get now is $5. This hill was
passed by the house without op-!
position.
The railroad measure, requested
by labor organizations, was de
feated after an hour and 20 minutes
of senate debate.
It would have provided that no
railraod station with annual total
receipts of more than $10,000 could
he closed without consent of the
public utilities commissioner.
"Every railroad in the state has
neglected its duties toward the
people in the regions being served,"
I said Sen. Phil Brady, Portland
labor leader.
But Sen. Frederick S. Lamport,
Salem, said the railroads can't af
ford to maintain unprofitable sta
tions. Farm Management Fraud
Draws Term In Prison
PORTLAND (.f) A 71-ycar-old
farm realty operator was sen
tenced here to five years in prison
on charges of larceny in farm
management schemes.
The man, known as Henry Gard
ner but who said his true name
was Irvin Jordan, was charged
with selling a half interest in man
agement of a farm near La Cen
ter, Wash., which he did not own.

E. Raymond said Gardner's trans
actions cost Mrs. Kthel Cad-
man, Seattle, $10,000, and others

swans, once a rare sight in the
Grande Ronde valley, now almost
set the calendar here.
Hunted almost to extinction at
one time, the birds have made
such a come-back that a large
flock swims today in ponds around
the Cove area.
As in Ihe past two years, the big
birds arrived on St. Patrick's day
in their annual spring migration.
This year only a few were in the
first contingent, wilh the bulk of
the flock arriving in later days.
Byrnes Refuses To Head -States'

James P. Byrnes said flatly again
he will not be a candidate for Pres
ident on a states' rights Demo
cratic or any other ticket.
Byrnes also declared in a let
ter to the 1!)48 states' rights for
mer candidate, G. J. Strom Thur
mond, that he will not "seek lead
ership" of the more than 1.000,000
voters who supported Thurmond
for President.
Byrnes is a former tJ. S. secre
tary of stale and supreme court
justice.
