Ex-Gov. Folsom
Says He's Target
Of 'Conspiracy'

conspiracy" has been launched
against him.
A legislative committee investi
gating the state pardon parole sys
tem head testimony that the huge
ex-governor shared in an alleged
$1,000 payoff for a pardon.
Folsom said the charge was
"silly" and declared in a radio
address:
"I can go before that committee
or the people under oath and be
fore God with clean hands. I hereby
ask the committee to stand before
the legislature and the people with
the same clean hands."
Folsom said a "gigantic con
spiry" existed during the closing
of public utilities Is requred to
make a survey of all public utili
ties available to the city and the
maximum potentia'Q With this in
formation, the director will draw
up necessary plans to meet an
emergenv resulting from the de
struction of power plants, water
supply systems or gas sources.
The public utilities director will
study and recommend measures
in ah emergency to provide neces
sary utilities for an added 8,000
local population.
The deputy director of commu
nications' duties include the super
vision of a communications sys
tem within the city, utilizing all
available facilities in the area. He
is instructed to set up a system
of communications for the conrol
center and alternate control cen
ter, and supervise its activities.

political opponents had conducted
a constant smear campaign
against him since 1946.
"Last week my opposition 'rang

Folsom said the present pardon
parole board, appointed by Gov
ernor Gordon Persons, was the
"most political" since 1939.
He said this was because Per
sons was able to appoint two mem
bers of the three-man board when
the Senate refused to confirm two
Folsom appointees, and they went
out of olnce with him. ,
During the last 15'j months of
the term, while the board was!
dominated by Folsom appointees,
a total of 1.600 paroles and 350
outrignt pardons were graniea.

Three Men Shot
In Mine Trouble
CLAY, W. Va. UP) -Labor
trouble in the northern West Vir
ginia mine fields spilled over into
the central part l the state over
the weekend, with the killing of
one man and the wounding of two
others.
Joe Arnold, 29-year-old union
sympathizer, was shot to death
Saturday night about six miles
from here and nearly 200 miles
from his home at Kingwood, in
northerly Preston county.
Cloyd Uphold, about 38, of King
wood, and Donald Poland, 34, of
Tunnelton, also in Preston county,
were hospitalized with gunshot
wounds. Uphold's condition was
reported critical at a Charleston,
W. Va. hospital.

the shooting. He was to be charged
with murder, Myers said.

of vigorous attempts by groups of
miners to organize the county un
der United Mine Workers membership.

BURBANK, Calif. UP) Five-day-old
Vickie Ann Dayton is be
lieved to be the smallest baby ever
to undergo a major abdominal op
eration. The two-pound, 14-ounce infant is
given an even chance to survive
after surgery to relieve a stomach
obstruction. Surgebns grafted a
segment of tha intestine above the
obstruction.
Vickie was born sourly two
months prematurely at Burbank
hospital. The little daughter of Mr.
and Mrs. C. W. Dayton is reported
gaining in strength.
