Merger Advice o
Given Outlying
School Districts
Prospective population growth tn
Green, Tenmile, Lookingglass,
Roberts Creek, Olalla, DiUard and
Camas Valley communities makes
it advisable for those districts to
set up their own high school sys
tem. This is the opinion of directors
of the Roseburg district school
board.
Notification of the recommenda
tion by the Roseburg board has
been given boards in each of the
affected districts. The statement
that the districts comprising the
soutnern group," as they are
termed in the Huffakcr report,
"would be better off in the long
run to consolidate with each other '
is not meant, however, to close
the door to consolidation with the
Roseburg district, Roseburg school
officials say.
The consolidation issue was
raised In the recent report by Dr.
Carl Huffaker, University of Ore
gon, advisor to the state board of
education, who was asked by the
Roseburg school board to study
the local school problem and to
recommend a tuture course of ac
tion. Basing its action upon his
findings, the board has announced
it will not accept tuition pupils
after July 1, 1952. At present the
Roseburg school system is educa
ting 485 tuition hiih school stu
dents, of which number approxi
mately 250 come from the south
ern district.
Dr. Huffaker states In his report
that a satisfactory high school can
be operated with a minimum of
200 pupils. He estimates that the
southern district within five to
eight years will have a high school
census ot approximately 800 pu
pils. Alternative Plans Advised
If Roseburg is to continue ac
cepting tuition students from non
high school districts, construction
of additional facilities will be nec
essary, the report states. Finan
cially, tne program could be oper
ated equally well for all the dis
tricts involved, including Rose
burg, either by consolidating into
one lare district, or by setting
up a separate district for the
southern area. But, due to antici
pated future growth, the separate
district plan has been suggested.
Consolidation of northern dis
tricts Wilbur, Deer Creek, Gar
den Valley, Umpqua, Melrose,
Winchester and Riversdale with
Roseburg was recommended by
Dr. Huffaker, who stated that this
area shows indications of slower
growth than the southern district,
and its geographical situation is
better suited to consolidation with
Roseburg.
Deer Creek district, however,
voted recently to consolidate with
Glide district.
