Civil Rights Plan
Dead Duck, Yiew
Of Congressmen
WASHINGTON F) Presi
dent Truman's renewed recom
mendation for legislation to pro
tect the civil rights of minority I
groups got no encouragement on !
capitol hill. '
Most lawmakers, even those I
friendly to some other portions of i
Mr. Truman's "Fair Deal" pro-1
gram, considered civil rights a
dead duck as a practical matter
in this Congress.
In his budget message, the Presi
dent once more urged Congress to
create a federal fair employment
practices commission tFEPCt to
prevent job discrimination in inter
state industries. He told Congress:
"Even less than in other times
can we now afford to discriminate
in employment against the mil
lions of workers in our labor force
who are members of minority
groups."
Republicans, accusing the Presi
dent of pushing for his "Fair Deal"
under the guise of national secur
ity, lumped FEPC with other so
cial and welfare proposals into
"the same old tired socialist pro
gram" which Mr. Truman h a I
sought before.
Southern Democrats solidly op
pose the FEPC, and with Repub
licans they dominate the house
rules comniilte. It can be expected
to pigeonhole any FEPC proposal.
And even if the House passed such
a bill, it would run into a Senate
filibuster.
Only after a bitter behind-the-scenes
fight did an FEI'C bill come
to the House floor in the last Con
gress. Then, a Dixic-GOP coalition
eliminated its penalty provisions
and sent a watered down measure
to the Senate, where the threat of
a filibuster killed it.
Truman Defense
Budget Elates
Western Eurpe
LONDON (.W Applause tinged
with amazement marked the recep

vast outlay for defense.
London's liberal Star said the

A spokesman for the French for
eign office called the budget "an
other assurance, if one - were
needed, that the United States is
preparing to defend itself and help
defend the rest of the free world."
"It is cheering." the spokesman
told reporters, "to see that the
President has asked for this huge
amount, because it shows the de
termination with which the Ameri
can government is shouldering its
burden of preparation for all event
ualities." The liberal Dagens Nyhetcr of
Stockholm described the budget
message as the "strongest im
aginable warning- to the men in
the Kremlin not to plunge the
world into a new war which
would. . . . bring the end of their
own regime."
It is proof, the newspaper said,
that America is ready "to make
the greatest sacrifice side by side
with the other western democra
cies to win a swift victory in this
war, if it ever comes."
Slovak Bishops
Get Prison Terms
PRAGUE, Czechoslovakia (.T)
Two Slovak bishops were sen
tenced to life imprisonment Mon
day for crimes against the Czech
oslovak state.
They were Bishop Pavel Gojdic.
62, Greek Catholic primate of
Czechoslovakia, and Bishop M 1
chael Buzalka, 65, a Roman Cath
olic prelate.
Another Roman Catholic prelate.
Bishop Jan Vojtassak, 73, was
sentenced to 24 years imprison
ment. ' , ,
The three bishops have been on
trial since Wednesday on charges
of high treason and espionage
against the Communist-led r e
gime. They also were accused of help
ing the Germans during World
War 11.
In addition, Bishops Buzalka and
Vojtassak were charged with plot
ting against the republic in the
prewar period.
Newspaper and radio reports
said all three confessed on the wit
ness stand that they had supported
a separate Slovak state set up in
March, 1939, as an ally of Ger
many. Nine Catholic Czech clergymen
were sentenced last month to
terms ranging from 10 years to
life in a similar case.
Bishop Vojtassak was fined 500,-
