of Oregon will receive sealed bids
at its office in the State Capitol at
Salem, Oregon, up to 10:00 o'clock
A.M., on Tuesday, January 23, 1951,
or the leasing of overflow land,
which land is more particularly
described hereinafter, giving,
however, to the owner or owners
of any land abutting or fronting
thereon for a period of 48 hours
after the opening of said bids, the
preference right to lease said tide
and overflow land at the highest
price offered, provided such offer
is Qnade in good faith, and pro
vided that the Land Board re
serves the right to reject any and
all bids.

General Howard McGrath was re
buked Friday by 12 members of
Ccnqress for t lie way he has been
interpreting and administering the
new subversives eontrol law.
In a letter lo McGrath, the 12
cited, among other things, a state
ment by Carlisle II. Humclsine,
deputy undersecretary of state,
that some justice department rul
ings "misht possibly be reg.irrlcd
by Congress as an attempt to Rive
it fthe law) an absurd interpreta
tion in an effort to sabotage or
discredit it."
Humclsine made the statement
in a letter to McGrath on Nov.
28. protesting the immigration ser
vice's view that the law forbade
admission of former members -of
the German and Italian armies
to the United States.
The Congress members asked
McGrath to give "renewed consid
eration" to the intent of Congress
when passing Ihe law and told Mm
its "PA'ipPr administration" was of
"Clear importance to the country."
