Air Force-Army Teamwork
Can Save Western Europe,
General Vandehberg Says

WASHINGTON (API Congren hes eir Generel Hoyt

bered land army lave Western Europe from an aggreisor.
The air force's chief of staff reaffirmed hit confidence In

testify on new military appropriations requests.

war now is one
of the major components of the
defensive war plans of the Ameri
can joint chiefs of staff, of which
Vanrtenberg is a member
Vandenber summed up the air
force's views about air power in i the advance to the point that X
grand strategy, saying this: army runs out of these essentials
Korea can't be taken a an ex-! before it can superimpose itself on
ample because in that war lonelthe industry of the captured coun-
there is en "inviolate bonier and

measure." 1 he border is the talu
river, beyond which lie the a i r
bases and assembling points for the
masses of Chinese Red troops
which have overwhelmed United
Nations ground forces. Under
questioning, Vandonberg said the
Yalu boundary was made inviolate
by decision of the United Nations.
But "if we are now talking about
Europe, where there are no borders
that we cannot cross," the situa-'
tion is quite different, he said. And
here Vandenherg diplomatically
referred to "X nation" as the ag
gressor. He continued:
Victory Theorty Told
"The reason the air force does
not believe that the war can be
won solely by the navy or solely by ,
the air force or solely by the army :
is this:
"Let us take, for example X i
country which has overwhelming !
ground forces. We do not put the
grounU forces in the field, hut we
put in a tremendous strategic air
force. Let us take X country that is
relatively poor in its manufactur
ing capacity. Let us say that the
air force succeeds in knocking out
its potentital to fight a war. Now,
the army of this X country is at
least smart enough to know that ;
air potential exists and, as every
army does, it stnckniles behind
its lines ong enough for a certain j
period of time. We knock out the;
entire supporting industry of that t
army. . j
"It picks up Its stockpile and it
moves into a country that has a
better and more modern facility for
producing war material than the
country we have destroyed and
that army imposes Its civilization
upon the overrun country. Obvi
ously, the air force then cannot
have succeeded in its task of pie-
venting this new country from be- j
ing overrun ... j
Team Work Required
"On the other hand, let us sup
pose that this movement (by X's
ground force) into a defensive line
is such that a smaller number of
ground forces are going to oppose j
this great mass nf X army. The
reason, we want a number of
ground forces opposing this great
mass of X army is to force them,
before they can overmin t h e
