NEW YORK () Winter re

ier tune this yesr than last. In
Florida and Arizona and Califor

earlier reservations -than usual.
Travel agents and cruise ship own
ers are saying the ssme.
In the garment district, makers
of women's togs for resort and
cruise wear predict better sales
this year, although prices are likely
to be up from 10 to 20 percent.
Many merchants, however,
aren't convinced and report they
bousht sparingly. But they are
watching sales closely, as tney si-v-sys
regard winter sales nf sports
wear as indicators of style trends
for next summer, and re-order ac
cordingly.
Dress manufacturers ere always
inclined to wishful thinking in their
estimatea of the amount of clothes i
retailers can move from the racks
onto milady's bark. But this year
they have some new arguments.
Factors To Consider 0
More people have more money
for vacations. More people split
vacstions now. Hence there are
more people traipsing around in
winter.
Defense work will mean more
overtime pay, and more women
working. Women buy more clothes
when they work than when they
have to get all their clothes money
fiom their husbands.
Women have been going slow on
buying rlothea because of family
payments on autos, refrigerators
and television sets. In the cold
months ahead, priorities on rrw
materials and curbs on instalment
credit may turn customers from
dursbles to clothing, the dress
makers figure.
Storekeepers in the swankier
shops on upper Fifth avenue doubt
if their higher income customers
will feel the new end higher taxes
enough to change their winter
plans. In the middle and lower in
come brackets higher taxes dry
up extra money quickly. But store
keepers are hoping, anyway, that
growing has, inns activity and over
time pay will make up for the loss
ot money withheld from pay en
velopes for higher taxes.

controls will espire on Dec. 31
except in communities which have
voted, either through their local
governing bodies or by popular
referendum, to extend them for
another six months.
The legislation, when it was
passed last June, was regarded
by friend and foe alike "as the
last extension of the federal rent
eeiltnj! first applied during World
WAR 11.
But even before Congress went
on vacation last month, talk of
another extension had cropped up
in the wake of the Korean fighting
military program. i
Chairman Spence (D-KY) of the
house banking committee aaid he
would start hearings on a rent
control measure as soon as Congres
returns. He added that something
would have to be done. Whether
congress would find time to act
in the brief session before Christ
mas was bouhtful.
As Srlcker Views Situation
Bricker aaid new construction
had nearly caught up with housing
needs but that cutbacks in new
home building since the defense
program started rolling may leave
a shortage that will require rent
ceilings.
The determining factors, Bricker
said, will be how deep these cuts
are and the extent to which they
are offset by a reduced demand
for housing because of the entry
of more men into the armed forces.
He ssid that if federsl rent
controls are extended, "there
certainly ought lo be adjustments"
in the ceilings so that returns to
present price levels and the lower
value of the dollar.
"Property owners still are gel
ting returns on a 1941 basis,"
he said.
The present law permits in
creases In ceilings where there
are hardships or inequities; govern
ment officials say many have been
granted.
Maybank. noted (hat communities
which wish to do so csn stay
under federal rent ceilings until
June 30, 1951, and he said the
next Congress, which will convene
Jan. 3, will have ample time to
make adjustments in the present
law if they are needed.
