U.S. Tells Greece Marshall Plan Aid
Cut Is Due Unless People Assist
ATHKNS - (JP -The United
States has notified the Greek gov
ernment it will cut Marshall plan
aid because of dissatisfaction wila
Greek efforts to help themselves.
The American decision was
made known at conference be
tween KCA Chief Paul Porter and
leading agency officials with
Premier Sophocles Venizelos and
his coalition government leaders
The amount of the reduction if
to be determined in Washington.
The radical action was taken
by the American mission follow
ing an appraisal of the Greek sit
uation in Washington. A spokes
man for Porter said the Ameri
cans felt that Greece had not
' done as much as 41 could to help
itself, and therefore there was
going to be a reduction in tbf
amount of aid."
Greece originally was allocated
$220,000,000 in Marshall plan funds
fur the current fiscal year.
The American spokesman made
It clear that the action was not
directed agaiiwt the Greek g-.
eminent which took office Wednes
day. He said it represented an
estimate of past failures to utilize
American aid, and added that the
cut could be compensated for by
greater effort on the part of
Greece.
The action is the culmination of
several months of efforts, includ
ing threats by the American mis-

the continuance of U.S. lid.
These called for greater dili
gence in the collection of taxes,
particularly from the wealthy
classes, the elimination of bur
eaucratic confusion which slowed
and sometimes blocked specific
programs, and a sharp reduction
tu government expenditures.
Mission officials said privately
there were many Greek civil ser
vants in high positions who con
sistently have u.-y! their positions
to favor selected groups. Ameri
can efforts to correct these in
equities have been futile, they as
serted. These informants pointed out
that Greece has plenty of dollar
exchange, but that it is short in
its own currency because govern
ment expenditures far exceed rev
enue. They noted that Greece and
the KCA several weeks agoOigned
an agreement for $200,000,000
worth of electric power projects,
but that this was not carried out
because the Greek government
could not produce currency to
have been obtained from a higher
collection of taxes and lower gov
ernment spending.
