Calif ( To a United Nations com mission's report that there was six weeks' advance warning of at tack in Korea, Bri. Gen. W. I,. Roberts retorts: "Hindsight ob servation." General Roberts, who was chief of the Uni'ed States Korean mili tary advisiory group, issued a statement Thursday night deny ing he was informed of large1 North Korean troop concentrations as early as May 12, as implied in a in-page report of the UN's Ko rean commission. The co emission quoted Col. Chang Do Yong, chief of intelli gence of the South Korean army, as reporting on May 12 that Com munist invasion was imminent. His conclusion was based on: (1) Increased manpower of the North Korean army; (2) massing of well trained troops near the 38th paral lel; and (3) infiltrating guerrilla raids. Two officers from Gen. Roberts' staff, however, did not agree on the imminence of danger, the UN commission reported at Lake Suc cess. , Gen. Roberts said he received daily intelligence reports from an officer who worked alongside the Korean officer. "I most certainly would have been informed of any concentration of northern troops if reliable in formation had been obtained," said Gen. Roberts, who now com mands the 6i h army's southern California district. "Even if we had received such information at that time ... it is doubtful that much more could have been done to counter it," he added. He also took exception to the commission's statement that the South Korean chief of staff re ported 175,000 North Koreans under arms last January. The commis sion said Gen. Roberts believed the number 100,000 or less. 'I would not have believed him anyway." said Roberts, "because he had access to the same in formation 1 had and 1 was not so informed." The UN commission's report held the North Koreans completely to blame for the conflict. The com mission includes representatives of India, Australia, China, 1 Salva dor, France, the Philippines and Turkey.
