cation, campaigning against the
city's civil rights program, became
a subject ot controversy here today-
Deputy District Attorney Dennis
Lindsay said a preliminary check
indicated the state election law
was not violated by the tabular
sized newspaper entitled "Har
mony." Democratic National Committee
man Monroe Sweetland had ques
tioned the legality at the publica
tion's campaign. He believed it
might violate the statute banning
distribution ot anonymous matter
concerning candidates or balot is
sues. The civil rights ordinance, mak
ing it unlawful to refuse service in
public licenses places for reasons
of race, color or creed, is up for
a test on the November ballot
here. .
Sweetland said the paper carried
only an office address and tele
phone number. Its editor and pub
lisher, Joseph J. Clarkin, a for
mer Seattle advertising man, ad
mitted it had the support of ho
tels, taverns and restaurants op
posed to the civil rights measure.
It carries no ads.
