Vote Slated On
Tax Slashing Bill
WASHINGTON, June 21 (.T)
The $1,010,000,000 excise tax slash
ing bill, hearing a "veto proof"
tag to be paid for largely by cor
porations, is now set for a vote in
the House next Wednesday.
Top Democrats said it would
pass, with the excise imposts be
ing cut probably September 1
on tur coats, jewelry, movies,
pocket books, cosmetics, travel
tickets, telephones and scores of
other items.
The House ways and means com
mittee completed five months of
labor on the bill Tuesday, by
voting a corporation income tax
payment speed-up calculated to
put about $4,200,000,000 extra ill
the federal treasury over the next
five years.
This came just a day after the
committee approved a $433,000,000
a year boost in taxes on big cor
porations. The big money pickups from cor
porations, along with smaller
amounts by plugging tax law loop
holes and other revisions, would
more than meet President Tru
man's requirement that the excise
reductions must be offset by new
revenue from other sources if the
tax bill is to get his approval.
In the fiscal year ending June
30, 1951, the bill would yield about
$1,700,000,000 far above the
$1,010,000,000 excise slash, com
mittee experts said.

Covered Payrolls
In Oregon Upped
stmt. m m m m
Uunna Last Tear
Covered payrolls in nearly half
of Oregon's counties were higher
in 1S48 than in the previous year
despite a general decline of $30
millions for the 1948 record of
$973 millions the State Unemploy
ment Compensation commission
reports.
Of the IS counties in which in
creases took place, only four j
Marion, Douglas, Umatilla and
Deschutes were among the upper
half. Sherman, smallest of all 36
counties, had the biggest gain
from 1948 with 80.5 per cent
from $224,519 to $405,258. Morrow,
Crook, Gilliam and Malheur each
went up at least 10 percent.
Coos county regained fifth place
by decreasing only 1 percent to
$32,790,178 while Linn county
dropped nearly 8 percent to $31,
580,508. Other leaders remained
the same in position, but Mult
nomah county, despite a decline
of more than $10 millions from
1948, slightly increased its propor
tion of the state's covered pay
rolls from 4S.7 to 48 percent.
Changes in rank since 1940 have
been numerous. Klamath, second
at the start of the decade, has
dropped to eighth, while Lane has
nearly doubled the pay rolls of its
nearest rival Marion to hold
the runer-up position.
Most spectacular gain, however,
has been made by Douglas, which
has gone from 17th in 1940 to
fourth in 1949 with a payroll 13
times as large.
Douglas county payrolls for 1949
Increased $76,621 over 1948 payrolls
for covered industries.
The 1949 figure was $36,457,505
compared to $36,380,884 in 1948.
Umatilla went from 161 h to 11th
and Linn from 11th to 6lh, while
Clatsop dropped from 6lh to 10th,
Deschutes from 8th to 14th and
Columbia from 10th to 18th.
With the exception of Multnomah
county, which remains about $100
millions short of the busy war-time
years, all of Oregon's counties now
have pay rolls as high and in many
cases several times as high as
during any previous period in the
state's history.

State Dept. Staff
Clean And Loyal,
Acheson Asserts
WHITE SULPHUR SPRINGS,
W. Vt.t-Ft Secretary of State
Acheson told the nation's govern
ors heiv that the State depart
ment is "a good, clean loyal out
fit." ' . .
Answering questions put to him
by governors at a round table dis
cussion, the secretary answered
without mentioning the source
charges by Senator McCarthy (R
Wis) that the department is in
fested with Communists.
Contrary to this, Acheson said
that he has "no worries about my
associates."
The cabinet officer told of quiet
efforts he said had been made to
weed out possible subversives who
might have been taken- on when
war-time agencies were absorbed
by the slate department. Then he
added:
' We are satisfied, so far as any
body can be satisfied in this un
certain world, that we have a good,
clean, loyal department."
Acheson also apparently took a
note of McCarthy's jibes at him
as "the red dean of Washington."
The secretary said of State de
partment loyalty investigators:
"They just have to take my own
security for granted."
Describing what he said had
been the department's quiet efforts
to weed out possible subversives
he said might have found their
way on to the rolls when the de
partment took over other wartime
agencies, the cabinet member
said.
