Tlowa Parole Board's Talks
Wire-Recorded By Prisoner

Iowa prisoner planted a micro
phone in the warden'! conference
room and made wire ecordings
of closed sessions of the l ate board
of parole.
He also built a powerful radio
transmitter within the walls of the
state men s reformatory at Ana
mosa, la. Before he was able to
broadcast his whole setup was dis
covered. "
Before bis scheme was squelched
however, the prisoner managed
to smugglesome spools nf his wire
recordings out of the institution.

night by Jim Bormann. news di
rector of radio station WMT, Cedar
Rapids, in a copyrighted broad-cm'..

identified himself "by a prearrang
ed set of words" to get tne spools.

The prisoner who indulged in the
electric eavesdropping, Bormann
said, was Pete Hellyer, 47, of Wa
terloo, la. He said Hellyer was
enlenced J9 years ago for t sex I
crime. I
Bormann related that Hellyer
had help from other prisoners in
his activities and that one of them
planted the microphone which
nicked uo the oarole board's inter
views with prisoners seeking clem
ency.
Hellver was In charge of the re
formatory's radio shop. This shop
handled the public address system L
i which fed standard broadcasts to
I all parts of the Drison.
A recent issue ot tne reiorma-
torv's nublication. "The Hawkeye,"
said that for 10 years Hellyer "has
studied radio construction and ra
dio physics."

The clandestine transmitter, Bor
mann said, had an effective range,
of 80 miles.
Bormann said Hellyer had been
making the recordings for months
He said the wire sdooIs were smug
gled out hidden in elaborate hand-
tooled' leather bags which Hellyer
made in prison and mailed to per
sons outside the walls.
"The hidden mike," Bormann
said, "was so sensitive that it pick
ed up the crackle of paper on the
table, the shuffling of feet, the
whispered conversations between
. parole board members . . . even
the breathing of the parole offi
i cials."

' Rav Purcell declined comment but
said Warden Foss Davis knew
about the recording incidents and
the transmitter. Davis himself was
reported attending a warden's con
vention in Colorado Springs, Colo.
Gov. William S. Beardsley said
