Open House Set By Canyonville PTA For May 10 Open house will be observed at the last meeting of the Canyonville PTA for this year, May 10. Some thing different for the meeting has been planned by Principal O. J. Monger and bis teaching staff. They plan to hold regular classes in the morning, dismissed school for the afternoon and in the eve ning from 8 to 9:30 school will be in session for the entire school and for all parents and patrons of the district to observe. The school bus will leave at T p.m. and make its regular run pick ing up the children and returning them home again. The school bus can only provide transportation for the school children as the insur ance covers only school personnel. However, if parents are coming in they may bring their children in stead of having them take the bus, if desired. May 6 jiP Testimony of spanking two- year-old Starlene Bevan with a foot-long belt has been given a murder trial jury by Leslie Steele, her uncle and co-defendant in the case with the child's unwed moth er, Helen Iverson. Steele, 21, admitted on the stand yesterday that he flogged the child on the buttocks with the belt short ly before she died. She began to turn blue and gasp, he said, and he called his wife, who ran to a neighbor's to summon aid. They made futile attempts to revive her and, a doctor testified, injuries may have been inflicted during artificial respiration. Dr. Alexander Glyn Davies, a de fense witness, said the the liver injury which caused the child's death could have been caused by respiration given by inexperienced hands. Miss Iverson, 20, sobbed "I loved my baby" from the stand, but acknowledged that she had spanked Starlene occasionally, "but only once with a coat hanger." Ii 1 I1 Local News 1 1 : ll Aid Of Small Business Is Truman's Aim Methods Outlined In Speech; RFC To Commerce Asked WASHINGTON, May S UP President Truman today proposed that the long-independent Recon struction Finance corporation ba made part of the Commerce depart ment as a part of a five-point pro gram to aid small business. In a special message to Congress, Mr. Truman said his program is designed to help amall and inde pendent businesses solve their prob-' iems "through their own efforts" but under federal supervision. The program would be adminis tered by the secretary of Com merce. And for that reason the Presi dent said the RFC should be trans ferred to the Commerce depart ment. He advised the legislators that he would send them later a government reorganization plan calling for the transfer. The President's five proposals are 1. Legislation to provide for the insurance on a self-sustaining basis of bank loans up to $25,000 repay able within five years. The President said the great bulk of such loans would probably be under $5,000 but the authority should not be limited to that figure. 2. Authorizing the government to promote and charter national investment companies to provide equity capital and longterm loans for efficiently managed businesses unable to finance themselves on reasonable terms through the or ganized security markets. (These would be placed under ' federal reserve supervision and would be established and owned by private investors and institu tions. The government, as in the 1 case of national banks and federal savings and loan associations would enforce observance of sound finan cial practices.) 3. Authorization to the RFC to rplar its collateral reauirements ' on loans to small businesses, if management abilities and poten tial earnings of the borrower af ford reasonable expectation of re payment. In addition, the Presi dent recommended that the pre sent 10-year maximum maturity on all types of business loans be increased to at least 15 years. 4. Authorize the secretary of Commerce to establish a clearing house to collect, disseminate and exchange scientific, engineering, and managerial information. This was proposed to help smaller busi nesses to become more efficient. 5. Responsibility for all but one of the programs be placed in the secretary of commerce to assure the most effective and coordi nated direction of the aid program.
