Under Public Lsw 16 the VA has
full responsibility for the train
ing of disabled veterans. The re
sponsibility starts even before a
handicapped beteran begins his
training, with advisement and gui
dance to determine what type of
course he should take. The re
sponsibility does not end until he
has completed his training and
been declared rehabilitated. Edu
cational institutions and establish
ments must be approved by the
VA before sidabled veterans may
enter training in them under Pub
lic Law 16.
Under the G. I. Bill, the VA's
responsibility is at a minimum.
Eligible veterans have a free
choice of course and school, so
long as the school has been ap-
