The United States cin remain a free nation if wa keep In mind
.the following injunctions: 1) Never grant power to a leader unless
absolutely necessary; 2) Never grant mora power than necessary;
S) If it is necessary to grant the power, never surrender the right
to determine through the courts whether executive action is reasonable,
and 4) never, under any circumstances relinquish the right to re
move anyone from office who tends to become a dictator.
This was the advice of Robert
F. Maguire. speaking before the
Roseburg Kiwanis club Tuesday
noon in the Hotel Umpqua. Maguire
based his remarks upon his expe
riences as a judge during the
Nuernburg trials of Nazi war crim
inals and the wealth of information
he obtained during his two-vesr
stay in Germany.
Speaking on the subject, "How
Democracy Commits Suicide." Ma
guire prefaced his remarks by
stating that two years of more or
less "exile" from this country tends
to change one's viewpoint relative
to the comparatively slow method
in which this country gets things
done in its democratic way.
But, he said, we "can thank God
we live in a land where we ran
have ideas and believe in a free
press, free radio and free speech. '
Autocracy At Its Worst
"'eferring briefly to the brutal
murder of some six and a half to
seven million persons, Maguire
said it was interesting to learn how
such a thing could come about in a
nation which had been progressive
and cultured for many years.
He said he was able to learn the
technique to obtain power used by
Hitler. It was not a new technique.
It was used by Caesar, by Napo
leon, by the Bolsheviks, and is be
ing used in converting the Balkans
to totalitarian states.
At no time did Hitler have a
majority in any vote, and he was
constantly threatened with civil
war. The steps taken by Hitler
were as follows:
1) To get control of the minister
of interior, which controlled the
ponce force, the minister of i:
nance, minister of war, and minis
ter of enlightenment and propa
ganda. With this power it was pos
sible to shift the positions of suffi
cient men in responsible positions
so that his sympathizers headed
all principal offices. .

Victor A. Kravchenko, one time
Russian official, predicted Tuesday
that the Fuchs case is only one of
"many bitter surprises" the United
States and other Western countries
will have about Soviet spying.
Kravchenko was in the witness
chair of the House un-American
Activitiea committee, which is dig
ging into stories of secret docu
ments and atomic materials going
to Russia during the war.
He said he knew of "dozens and
dozens and dozens of tons" of pa
pers on military and industrial se

Referring to the conviction of Dr.
Klaus Fuchs, a top British scientist,
as a spy who gave atomic secrets
to the Russians, Kravchenko said:
"The Fuchs case in England is
only a prelude to much which we
do not know and which is still to
come regarding the scope of So
viet espionage in America and
other western countries. 1 do b-x
doubt that many bitter surprises
await us."
Kravchenko said that spying is
one of the principal duties of all
-oviet diplomats.
"Every Soviet representative
diplomatic, military or economic
is a potential spy," he said,
Kravchenko came to the United
States as a member of a wartime
Russian purchasing commission.
He broke with the Soviets in 1944
and wrote a book entitled, "I Chose
Freedom."
The committee called him for
testimony particularly on the ques
tion of Soviet misuse of diplomatic
mail privileges.

of Germans withdrawing from
church membership has increased
nearly 500 percent since 1947 in the
state of Lower Saxony, a state of
ficial disclosed. In 1949, he ssid,
13,453 withdrew from the church,
compared with 8.037 withdrawals in
1948 and 2,496 in 1947.
The official said most of the
withdrawals were due to "materi-
ial" reasons indicating reluctance
or inability to pay the church taxes
required of church members. In
Germany, if a person declares
himself s member of any church,
his church taxes sre collected by
state collectors along with his gov
ernmental taxes. Lower Saxony is
mostly Protestant.

Not Real Estate

worth of bonds Tuesday from the
estate of a man they befriended.
But they lost out on his 11,000
worth of real estate.
The atate supreme court revers
ed a Multnomah County circuit
court decision which had given the
children the real estate, too.
The children, now 10 and 12 years
old, are Marleen and Carl Majov-
ski, children ol Mr. and Mrs. Rob
ert Majovski. Their friend and
neighbor waa Tom E. M. Poppoff,
a Bulgarian native who died in
Portland in 1947 when he waa (4
yeara old.
The children liked Poppoff. They
ran errands for him, and worked
in his garden. Their mother cooked
for him, made his bed and did his
laundry.
In appreciation for all this serv
ice, Poppoff made s contract in
1943 to give tha children his whole
estate when he died. He signed
over the 1 1,091 worth of bonds to
the children st that time.
But when Poppoff died, he left a
will. The will left the estate to
sister in Bulgsris.
The supreme court ssys the chil
dren get the bonds because they
already had been signed over to
the children, even though they were
in Poppoff's ssfe deposit box when
he died. But the Bulgarian sister
gets the $1,000 worth of real estate,
which consists of the shack snd lot
where he lived.

"worse than the 80th Congress"

Russell Smith, legislative secre

he is "almost certain" the Brannan
farm bill won't be passed this ses
sion or next.
He warned farmers to be pre
pared for "something we can't call
a recession" next fall.

ed a new ststement, ssserting that
"broad considerations of public
policy, of university welfare, of tha
interests of our students snd their
parents and of our solemn obliga
tion to a free society" were at the
base of their opposition to the spe
cial oath.
"The purpose of academic free
dom ia not to confer a private pos
session for the individual benefit
of faculty members," they aaid.
"It is to secure the social advan
tage resulting from unfettered in
quiry and the disinterested sear'h
for truth."
Fsculty members already take
the atandard oath of allegiance
prescribed in the state constitu
