Campaign By JACK BELL WASHINGTON - UP) Republi can are planning to use tne Com munist issue for a three-way at tack on the Truman administration in the congressional campaign. Under plans discussed by party strategist, GOP speakers will have a lot to aay about: (1) Preaident Truman's "red her ring" statements, (2) hia refusal to let a Senate committee look at se cret atate department loyalty filea and (3) Secretary of Mate Acne son's comment that he will not turn hia back on Alger Hiss. Senator Ferguson (R.-Mich.) told a reporter he thinks these add up to "something the American people ought to know about." "It they aon't constitute an is sue, then l never saw one. tne Michigan senator aaid. Republican orators lumped on Mr. Truman's "red herring" state ments in the 1948 presidential cam paign without much auccess. During that campaign Mr. Tru man aaid the Communists-in-gov-ernment investigation conducted by the House committee on un-American activitiea waa just a "red her ring" to keep the poeple'a minds off more important things. Achtton Prime Target But the conviction of Hist, for mer state department official, on charges that he lied to the commit tee when he denied furnishing se cret government documents to a Communist courier, haa strength ened Republican intentiona to bring up the "red herring" issue again. In addition, the COP members think Acheson gave them an excel lent campaign istue when he laid after Hist' conviction that he wouldn't desert his long-time friend. Some Democrats teem to feel the Republicana may have something there. Senator Lucaa of Illinois, the Democratic leader, disclosed re cently he had told Mr. Truman he will not defend Acheson's state ment against attacks on the Senate floor. The Republicana, however, aren't confining their attacks to Senate and House apeechet. They have al ready made Acheson a prime tar get in political speeches all over the country. The Republicans think they have more ammunition in the President's refusal to bare secret loyalty filea to a five-man Senate foreign rela tions subcommittee. This group has been named to inquire into charges by Senator McCarthy (R.-Wia.) that a considerable number of card- carrying Communists are, or have been, on the atate department payrolls.
